The Public Services Agency officially opened today the first Multifunctional Center

The first Multifunctional Center of the Public Services Agency was opened today, 6 December 2017, in Straseni municipality. The Center will work according to the “single window” principle. The official ceremony was attended by the Prime Minister of the Republic of Moldova Pavel Filip, the Head of Straseni District Mihail Popa, members of the Administrative Board of the Public Services Agency, representatives of the Government and the State Chancellery.

In his speech, Prime Minister Pavel Filip said that the opening of the Straseni Multifunctional Center is an element of the central public administration reform, which also provides for the optimization of public services. The Prime Minister highlighted that “One of the key elements of the reform is the depoliticization of state institutions. The Ministries will only be responsible for developing policies. The Public Property Agency will be concerned with economic activities of public enterprises and services will be handled by the Public Services Agency.”

The Director of the Public Services Agency Sergiu Railean thanked the Prime Minister for the Government support aimed at opening Multifunctional Centers. “I am sure we are able to implement this project, so that citizens can benefit from modern public services in their country, the Republic of Moldova”, the Director of PSA said.

The Multifunctional Center Straseni is located in the center of the town. The Center ensures high-level conditions for citizens and employees of the Agency. The staff of the Multifunctional Center that  consists of 21 employees will ensure the working process of the two component parts of the Center: the front office, where citizens will submit their applications, and the back office, where the employee, without the involvement of the applicant, will check the necessary information and processes the documents for the requested service.

The room is divided into three basic areas: waiting and information area, self-service area and service provision area. The hall is equipped with an electronic queue management system to optimize the flow of applicants and a modern evaluation system to assess the quality of services provided. According to the Head of Straseni District, Mihail Popa, the Multifunctional Center that opened today is a project of social significance at the national level and will serve as an example for other districts of the country.

The Center will provide to citizens about 1000 public services in the field of population registration, registration and licensing of legal entities, registration of real estate and rights thereon, and documentation of drivers. In the future, the Multifunctional Center will be able to provide other public services that are beyond the Agency's competence. According to Prime Minister Pavel Filip, the Government will soon approve a draft decision which stipulates the registration of political parties, religious cults and non-governmental organizations within the framework of the Multifunctional Centers.

In all, 35 Multifunctional Centers will be opened in the country: 32 in districts and three in the capital city.

We remind that the Public Institution “Public Services Agency” was established on 19 July this year, based on Government Decision no.314 of 22.05.2017, by reorganizing the S.E „Centre for State Information Resources „Registru”, with subsequent absorption of the S.E. „State Registration Chamber”, the S.E. „Cadastru”, the “Civil Status Service” - administrative authority subordinated to the Ministry of Justice,  and the “Licensing Chamber” -  administrative authority subordinated to the Ministry of Economy. The Public Services Agency is operational since August 23, 2017.
