Public consultations on the future Land Registration, Evaluation and Local Taxation project

May 15, 2018, at the headquarters of the Public Services Agency were held public consultations on the Environmental and Social Management System (ESMS) of Land Registration, Evaluation and Local Taxation project. The project will be implemented over five to six years and shall be funded by the World Bank. Its main objective is to complete the registration of all real estate in the Republic of Moldova, as well as the cadastre, registration and valuation of real estate both private and public property.

The meeting was attended by the representatives of the Ministry of Agriculture, Regional Development and Environment, representatives of the World Bank, experts of the Agency for Land Relations and Cadastre, local public authorities and representatives of the Public Services Agency. During the meeting the potential social and environmental risks related to the project were discussed, which may arise during its implementation.

According to the PSA vicedirector, Vitalie Ciolac, the project is a continuation of the implementation of the State Program on the creation of the real estate cadastre, with an extension for the years 2019 – 2023. Thus, citizens of about 490 rural localities, without cadastral coverage, will become rightful owners, without paying anything extra. Similarly, all local public authorities will benefit from the free demarcation and registration of real estate public property. “Within the Program, all immovable property subject to taxation will be assessed, which will contribute to the consolidation of a substantial source of income for local budgets”, added Vitalie Ciolac.

The head of the Department of Cadastre, Mrs. Angela Matcov, has made an overview of the National Cadastre system and has identified not only the risks but also the benefits that will be realized in the implementation of the ESMS plan. These include: free primary registration, the creation of an information support, the updating of cadastral registers and the increase of territorial capacities in the private sector.

It should be mentioned, that the Public Services Agency was appointed responsible for the implementation of the project, and its implementation will ensure the transparency of the legal regime of private public property and economic development at national and local level.
