The workshop “Land Registration and Property Valuation Project 2019-2023”

Yesterday, on February 13, 2020 the Public Services Agency organized a workshop on the launch of the events for the period 2020-2023 of the Land Registration and Property Valuation Project financed by the World Bank on the basis of the Financing Agreement between the Government of the Republic of Moldova and the International Development Association, signed on September 17, 2018 and implemented by the Public Services Agency.

The event was attended by the representatives of the Government of the Republic of Moldova, the World Bank, the Congress of Local Authorities from Moldova, the Agency for Land Relations and Cadastre, the Public Property Agency, the central and local public administration, the regional territorial cadastral offices, etc.

The director of the Public Services Agency Tatiana Cunetchi  opened the meeting and thanked the guests, partners and representatives of the World Bank for their participation, assistance and support offered in the implementation of the “Land Registration and Property Valuation Project 2019-2023”. Tatiana Cunetchi noted the importance of the Project, which shall support the implementation of 3 important state programs aimed at improving such spheres as: cadastre, the registration of real estate and the valuation of real estate, offering the local public authorities the necessary support to increase their own incomes .

The Land Registration and Property Valuation Project is a project that covers the entire territory of the country and includes all the rural and urban localities of the Republic of Moldova. Today, more than one million of real estate assets, out of about 6 million in the country are not measured, the property rights are not registered, and the right holders do not own property titles. About 490 rural localities, currently without a cadastre, will be included in the massive primary registration program of real estate, which means that the results of the Project will affect most of the citizens from the corresponding localities.

Mrs. T. Cunetchi pointed out that together with the support of the Government of the Republic of Moldova and the support provided by the World Bank, jointly with the partners of the Project - the Public Property Agency, the Land Relations and Cadastre Agency, the Ministry of Finance and the local public authorities, the Public Services Agency will make every effort to accomplish the creation of the national cadastral system and will complete the registration of all objects of real estate that are private and public property.

The moderator of the event, the head of the Department of Cadastre of the Public Services Agency Angela Matcov thanked the executive board of the PSA, the representatives of the World Bank and the invited guests for their participation and support of the Project. Mrs. A. Matcov presented the objectives and components of the Land Registration and Property Valuation Project and emphasized that the realization of this Project will generate the revitalization of the real estate market, will support the development of the mortgage lending system, will provide a greater degree of security to all economic operations with real estate. The main objective of the Land Registration and Property Valuation Project is a free of charge registration in the cadastral system of all immovable property, respectively, all lands and buildings in the Republic of Moldova.

The main beneficiaries of the project are the population, especially members of the public from the Republic of Moldova, as well as foreign investors and citizens of the Republic of Moldova residing  abroad, who currently own real estate or who will acquire immovable property in the future. Special attention will be paid to vulnerable members of the society in order to assure a more even distribution of benefits. Also, professionals in the land market (surveyors, appraisers) and organizations associated with mortgages (commercial banks) will  benefit from more accurate and affordable real estate data and will be able to provide better services to the citizens.

During the event the participants discussed such issues as: the actions and results of  the first year of implementation of the Land Registration and Property Valuation Project, the problems faced by the representatives of the authorities responsible for land administration, and the way the Project would support and stimulate the development of the land management system in the Republic of Moldova in accordance with the best practices.
