Council for the Examination of Investments of Importance
to State Security
The Council for the Examination of Investments of Importance to State Security was established by Government Decision No. 437/2025, with the purpose of protecting national interests and ensuring state security through the assessment of investments in sectors of importance to State security.
The Council’s main responsibilities are:
Examining investments in sectors of importance to state security, including analyzing associated risks;
Issuing decisions regarding the approval, conditional approval, or refusal of investments that may threaten state security;
Applying sanctions in accordance with Law No. 174/2021;
Developing recommendations for the Government regarding policies related to investments of importance to state security and measures to attract transparent and secure investments;
Preparing recommendations for modifying the list of sectors of importance to state security;
Providing access to detailed information regarding the procedure for examining investments of importance to state security and preparing responses to information requests from investors or potential investors;
Drafting annual reports on its activities;
Ensuring transparency of its operations while respecting confidentiality requirements;
Monitoring the implementation of issued decisions.
