Operational processes for the provision of public services in the field of population documentation were simplified by amendments to Regulation no. 125 approved by the Government Decision of February 18, 2013. Amendments were developed by the PA “Public Services Agency” and approved at the session of the Government of the Republic of Moldova on October 18, 2017.
Thus, citizens will not present civil status documents contained in the State Register of Population when issuing identity documents. At the same time, the registration of persons’ domicile/residence will not require the submission of documents confirming ownership, if this information is found in the Real Estate Register.
Another amendment is to facilitate the procedure for authorizing the emigration of Moldovan citizens. Applicants will not submit a notary statement, in which parents confirm that their descendants have no maintenance obligations.
The amendments also provide for the simplification of the procedure for issuing documents to persons, who have been subject to prohibition on free movement abroad. Specifically, bodies that have set or lifted the interdiction shall inform the Public Services Agency about the changes they have made.
Also, the norms with interpretable or ambiguous content that can generate excessive bureaucracy and corruption have been revised. For example, the cases, in which the person, when issuing passports and travel documents, have to provide documents proving the impossibility of taking fingerprints, are explicitly stated.
With the entry into force of the new changes, the persons, who have paid the requested services using electronic payment instruments, will not present the proof of payment. The aforementioned amendments will come into force on the date of publication of the Government Decision in the Official Monitor of the Republic of Moldova.
