The Public Services Agency (PSA) provides some clarification with regard to the confusing information in the press concerning the withdrawal of the license for duty-free shops issued to the “Altai SRL” company from the Transnistrian region.
According to the PSA, the “Altai SRL” company’s license was withdrawn following two notifications from the Security and Intelligence Service dated 5 and 16 July 2019, and also as a result of “non-observance of the licensing conditions” stipulated in paragraph 5 of article 951 of the Customs Code: “Goods admitted for sale in duty-free shops may be marketed only in quantities intended for personal use. Goods may be marketed only in packaging and in customary quantities for retailing”.
At the same time, the PSA specifies that “Altai SRL” of the Transnistrian region had only one license for the activity of duty-free shops (license no. 057270) but not two as it was suggested in the public space. The confusion was caused by the fact that the same license was registered in the electronic system of the Register of Permissive Documents for 2 cases: the extension of the license and its withdrawal. And, as a result of a technical error in the electronic system, in one of these cases the status of the document remained “Valid”, while, de facto, it was “Revoked”. The error was rectified, and now in the electronic system of the Register of Permissive Documents both statuses of the license are indicated as “Revoked” starting July 16, 2019, according to the decision.
In this context, the Control Body of the Prime Minister, the economic agent, as well as the Security and Intelligence Service, Customs Service, and State Tax Service were informed about this decision.
Thus, at present, the economic agent “Altai SRL” does not carry out any activity. The information has been confirmed by the Customs Service.
At the same time, the “Altai SRL” company is obliged to return the activity license within 10 working days. The deadline is July 29, 2019.
