The Public Services Agency provides details regarding the accusations of a driver, who, in his own opinion, did not pass the practical test for obtaining the right to drive a category „C” vehicle due to the non-conforming technical condition of the vehicle.
On 21.10.2019, the citizen Ilia P. applied to the Drivers Qualification Division of Chisinau municipality in order to pass the practical test for obtaining the right to drive a category „C” vehicle. According to the examination results the candidate was penalized 24 points and got the qualification mark „Rejected”. Mr. Ilia P. posted on social networks the information that was afterwards published in the media, in which he denigrated the employees of the Public Services Agency, who conducted the exam and noted the unsatisfactory technical condition of the examination truck.
It should be mentioned that in order to ensure a transparent and objective examination process, the theoretical and practical tests are subject to a strict video and audio surveillance. In addition, the Public Services Agency’s vehicles used for the driving test are equipped with GPS systems, which allows to identify the location of the vehicle at any time.
As a result of the analysis of video-recorded practical test of October 21, 2019 the examining board came to a conclusion that the attitude of the examiners towards the candidate Ilia P. was calm, fair and respectful. As for the technical condition, it should be noted that the examination vehicles are subject to an annual technical inspection, after which a Report stating that the technical condition of vehicles meets the operational requirements and norms is issued.
It is worth mentioning that the examined candidate disagreeing with the results of the practical driving test did not use his right to submit a petition according to the order established by the relevant normative acts.
To provide a clear picture of the case the PSA publishes the video recording of the practical exam and urges the future drivers to pay more attention to the theoretical training and exercise to improve their driving skills. These determine not only the result obtained at the exam, but also the road safety.
In this context, it should be reminded that the Public Services Agency takes all necessary measures to improve the system of conducting the exams and issuing driving licenses. To reduce the influence of the human factor the theoretical test is fully computerized, and the itineraries for the practical driving tests are randomly selected by an automated system. The pre-registration is available on the institution’s website www.asp.gov.md.
Meanwhile, a test run was introduced in order to give candidates the opportunity to accommodate themselves to technical characteristics of the vehicle used for the driving test. The vehicle pedals have been equipped with sensors and indicator light for signalling when they are accessed by examiners, and the video surveillance system records each examiner’s intervention.
At the same time, the procedure for appealing against the results of the exam for obtaining a driving license was revised. The current procedure also includes the possibility to change the qualification mark “Rejected” to “Admitted”, if the fact of incorrect assessment is established.
During the period 01.01.2019-30.09.2019 there were registered:
- 162768 examination attempts, out of which: 72423 theoretical tests and 90345 practical tests;
- 107 contestations of the examination result, which represents 0.0657% of the total number of examination attempts and 0.117% of the number of attempts to pass the practical test.
- 48684 persons, who passed the theoretical test, of which: 39649 passed the theoretical exam successfully, which constitutes 81,44%;
- 45328 persons, who passed the practical test, of which: 31583 passed the practical exam successfully, which constitutes 69,68%..
