Considering the insistence of certain individuals who try, in any way and at any cost to discredit the activity of the Public Services Agency and the director of the institution, we would like to provide the following right of reply:
Mr. Vladislav Zara, director of the Public Services Agency, strongly and categorically denies the accusations made against him and against the institution under his management.
Mr. Vladislav Zara, as the head of the institution, was permanently guided by the principle of legality, which requires that the provisions of the existing regulations be respected by all the legal entities under public or private law and all the employees of the PSA, which ensured the correctness and objectivity in the staff of the Agency and in no circumstances the maintenance of the employees’ job positions or promotion depending on the party line.
Under the circumstances, the conclusion that arises is that the reforms initiated within the PSA, including the fight against corruption and the detention of the involved persons, the cessation of controversial procurement procedures, the reduction of management positions, etc., affected the interests of certain members who indirectly controlled the institution.
In addition, for those interested in my personal life, including my rest time, I would like to inform you that I am not on vacation neither at the moment nor in the near future.
Furthermore, the Public Services Agency, as a public institution, was not involved in the electoral campaign for presidential elections in the autumn of 2020, and no political actions were and are taken within the institution, and no employees were subjected to pressure and dismissal based on the political affiliation. According to the Article 85 of the Labour Code, the employee shall have the right to resign – terminate the individual employment contract on his/her own initiative, thus, in the case of Mr. Ilie Castravet, we would like to emphasize that the ex-employee of the Agency has personally signed the agreement on the termination of the individual employment contract on November 17, 2020 and respectively no letter of resignation was submitted, this is the situation where the provisions of paragraph 4 of the specified Article, which state that the employee shall have the right to withdraw his application during seven calendar days after the date of submitting the resignation letter, are not enforceable.
In view of the foregoing, the Public Services Agency is available to cooperate with the investigative bodies and provide detailed information about the results of the conducted internal investigations and the grounds for dismissing certain employees, and also ongoing internal investigations.
Regardless of political pressures, the Public Services Agency will continue the reforms initiated to facilitate the access of the citizens to transparent and qualitative services, and in order to eliminate the bureaucratic procedures it will successfully complete the implementation of the “single window” principle within the network of 39 Multifunctional Centers created in all municipalities and district centers of the Republic of Moldova for all types of services provided by the PSA. The support and promotion of professional, ambitious and honest employees, uninvolved in corruption scandals, internal or external investigations, has a very significant role for the achievement of the proposed objectives, but not the promotion of the employees in various job positions depending on the political affiliation.
The Public Services Agency is a public institution, which has the mission to become a leader in the process of modernization of the public services at the national level, and the society might perceive it as an institution coming to solve the problems of the people and not as an LLC of a political party, which promotes docile and loyal people to the party in management positions in order to solve and promote the personal interests.
