Measures to prevent and combat corruption taken within PSA subdivisions

In the context of the communiqué issued by the National Anticorruption Centre (NAC) regarding the criminal investigation actions, which led to the identification of a new corruption scheme through which driving licenses were fraudulently issued, with the involvement of PSA employees, we communicate the following.

The Public Service Agency continuously takes multiple measures to prevent and combat corruption within the subdivisions subordinated to the institution and systematically provides the necessary support and assistance to the bodies competent in identifying possible corruptible actions or employees involved in corruption acts. The Public Services Agency will provide the National Anticorruption Centre with all necessary assistance in this case as well.

At the same time, we would like to bring to your attention the fact that at the request of PSA, on July 24, 2020, the representatives of the National Anticorruption Center conducted a training on the provision of public services in the field of examination and issuance of documents for the drivers, regulated by the Law on Integrity no. 82/2017, in order to provide anticorruption training and familiarization of the employees of Vehicle Registration and Driver Qualification Department with the international integrity measures.

Furthermore, on October 1, 2020, the Public Services Agency organized a working meeting with the heads of the driving schools, during which the following issues were discussed:

  • the activity of some driving schools outside the legal framework;
  • the improvement of drivers training process based on the standards and Curriculum on initial or continuous vocational training of drivers in all categories/subcategories approved by the Ministry of Education, Culture and Research;
  • the exclusion of interaction between the training staff and examiners, in order to avoid the influence peddling in the process of assessment of candidates for the driving exam;
  • the actions taken and planned by PSA to strengthen the measures to prevent and identify the corruption acts, adjust the legal framework for the examination process and issuance of documents for drivers, etc.

With a view to eliminate some corruptible activities, the PSA has undertaken a series of organizational measures concerning the composition of the examination boards. It is changed at least once a month. The examination process takes place under video surveillance and the examination results can be disputed. At the same time, a Commission for the examination of violations admitted during the examination process for obtaining the driving license is establishes within the Public Services Agency.

We take this opportunity to inform that on February 2, 2021, the Public Services Agency has scheduled the organization of a round table entitled “Strengthening the institutional capacity to ensure the objectives to increase the road safety on the public roads of the country through the modernization of the systems provided for training, examination and issuance of driving licence”. The representatives of the Ministry of Internal Affairs, the Ministry of Education, Culture and Research, the National Anticorruption Centre, the National Agency for Quality Assurance in Education and Research, the Technical University of Moldova, the Centre for Training Specialists for the National Army, the Drivers Union of the Republic of Moldova and the Patronage Association Driving Schools Union and Training Centers are invited to the event.
