On February 17, 2021 during the hearings organized by the Committee for National Security, Defense and Public Order of the Parliament of the Republic of Moldova, the process of training and driving licenses issuance, as well as vehicle registration was considered.
The hearings were attended by the executive board and the representatives of the Public Services Agency, the Ministry of Internal Affairs, the Ministry of Education, Culture and Research, the National Anticorruption Center and the educational institutions for drivers.
The participating institutions presented information on the problems identified in the relevant area and came up with recommendations and suggestions to remedy the situation, raise the level of road safety and to improve the system of professional training for drivers. There were discussed the problems related to the poor level of training in the drivers’ schools, which generate the diminished level of passing the driving license exam within the PSA subdivisions - factors that ultimately influence the level of road safety.
Vladislav Zara, Director of the PSA, presented some statistical data from the procedure of examination and qualification of drivers within the competent subdivisions of the PSA. He specified the actions, which are taken within the PSA to reduce the risks of corruption in the driving license examination process and in particular their prevention.
Mr. Zara also announced that the Public Services Agency has initiated, in cooperation with the involved institutions, the procedure for operating amendments to the current legislation of the Republic of Moldova in the field of road safety in order to conform the national legislation of the Republic of Moldova with the EU legislation, modernization of public services, regulation of driver training and compliance of educational processes with international standards.
The members of the Committee for National Security, Defense and Public Order shall analyze the presented information and come up with recommendations for optimizing the situation in the field and the changing the legal framework.
