In the context of change in tariffs for the services provided by the Public Services Agency, we repeatedly communicate that the Government Decision on services provided by the Public Services Agency was approved on December 22, 2020 under no. 966 and published in the Official Monitor on December 31, 2020. The draft Government Decision was drawn up by the State Chancellery jointly with the PSA, under the Action Plan of the Government for the years 2020-2023 (point 1.18.1), approved by the Government Decision no. 636/2019.
By that Decision, the Methodology for calculating the tariffs on the provided services, the Nomenclature of the provided services and their tariffs, as well as the categories of services provided by the PSA at reduced tarrifs or free of charge was approved.
The Government Decision provides for tariff adjustment by applying a Unified Methodology for all groups of services rendered by the PSA, based on estimation and coverage of expenses related to the service provision process, but at the same time it imposes upon the PSA the obligation to cover all the expenses related to the services provided at reduced tarriffs or free of charge.
We reiterate that the tariffs for the services provided by the PSA have not undergone changes during the previous years against the background of the growth of the economic and financial indices in the republic. The tariffs for some services have increased, but an important factor in the updated Nomenclature is the maintenance of tariffs for the main services provided by the PSA, despite the fact that these tariffs do not represent the actual expenses of the Agency and are below the cost (for example, the issuance of the identity documents). In general, an increase in tariffs was observed for the services provided on an expedited basis, the delivery period being reduced. Furthermore, the tariffs for the services provided within a standard delivery period remain unchanged, thus giving the applicant the possibility to choose the service.
We repeatedly draw your attention that the main social services provided to individuals will remain free of charge. Thus, for example, the registration of birth, death, the issuance of the first identity card of the citizen of the Republic of Moldova, the determination of the person's belonging to the citizenship of the Republic of Moldova, etc. shall be carried out free of charge. At the same time, the provision of certain free services for people with disabilities, children left without parental care, war veterans, victims of trafficking, people under public charge, voluntary blood donors, etc. (services in the field of civil status, issuance of identity documents and population records, qualification of drivers and vehicle registration, provision of information from the state information resources, etc.) are included in the Nomenclature.
Regarding the changes of tariffs for transport registration and driver qualification services, we note the maintenance of old tariffs, the decrease of tariffs and deadlines for the provision of several services, as well as their non-essential increase, for example:
- issuance of a driving licence: 320 MDL (in 30 calendar days) → 340 MDL (20 working days);
- issuance of a provisional driving licence for the period of production of the permanent driving licence: the tariff remained at 80 MDL;
- change/restoration of a driving licence: the tariff and the time of issuance decreased - 400 MDL (30 calendar days) → 340 MDL (20 calendar days);
- execution and sending of requests to confirm the validity of a driving licence issued by foreign authorities: the tariff decreased - 400 MDL → 130 MDL;
- checking the authenticity of the driving licence not recorded in the State Register of Drivers in the process of changing it into a driving licence of the Republic of Moldova: the tariff decreased - 250 MDL → 100 MDL;
- issuance of a vehicle registration certificate : 320 MDL → 330 MDL;
- issuance of license plates (a set of two plates (cars)): 480 MDL → 550 MDL;
- identification of a car in case of its first registration in the Republic of Moldova: 400 MDL → 600 MDL;
- identification of a car registered in the Republic of Moldova: 200 MDL → 280 MDL.
At the same time, the driver qualification and transport registration services shall be provided free of charge and at reduced tariffs for certain categories of persons (people with disabilities, war veterans, people under public charge, etc.). Detailed information about the services provided by the Public Services Agency, the list of required documents, terms, tariffs and facilities, as well as the pre-registration can be found on the website of the institution: www.asp.gov.md or by dialing 14 909 and (+373) 022-25-70-70.
It should be mentioned that through the web-page of the Agency (http://e-services.md/?q=ro/content/verifisa-disponibilitatea-numarului-de-inmatriculare) it is provided the service of online verification of the information from the State Register of Transports about the availability of the registration number, as well as of the number containing the requested symbols and its tariff.
Also, it should be mentioned that according to the provisions of the Government Decision no. 966 of 22.12.2020, the Public Services Agency ensures the implementation of the Nomenclature of services provided by the PSA and the their tariffs, in stages, as follows:
- information and electronic services - at the expiration of 2 months from the date of publication of the decision in the Official Monitor of the Republic of Moldova (entered into force on 01.03.2021);
- services in the field of examination and documents’ issuance to the drivers, delivery services - at the expiration of 3 months from the date of publication of the decision in the Official Monitor of the Republic of Moldova ( entered into force on 01.04.2021);
- services in the field of cadastre - at the expiration of 4 months from the date of publication of the decision in the Official Monitor of the Republic of Moldova (entered into force on 04.05.2021);
- services in the field of vehicle registration, manufacturing of metal products - at the expiration of 5 months from the date of publication of the decision in the Official Monitor of the Republic of Moldova (entered into force on 01.06.2021);
- services in the field of registration of citizens of the Republic of Moldova, technical and scientific research, manufacturing of state documents, strict security and simple blank forms, stamps and seals, plastic cards - at the expiration of 6 months from the date of publication of the decision in the Official Monitor of the Republic of Moldova (to be implemented starting 01.07.2021).
We reiterate that, according to the provisions of the Government Decision no. 314/2017 on the establishment of the PSA, the Agency is a public (non-profit) institution and operates on a self-financing basis. The application of tariffs established by the Government Decision no. 966/2020 will not generate profits for the PSA, and in case of a profit registration in the balance sheet, it shall become revenue to the state budget, according to the provisions of Government Decision no. 314/2017.
It should be pointed out that in case of keeping the old tariffs, the PSA risked substantial financial losses, which could affect its activity and self-financing capacity, inevitably leading to the state subsidization of the PSA activities, based on the fact that the Agency is a government-funded institution.
