The Public Services Agency with the support of the Public Property Agency and Chisinau City Hall initiates works on the delimitation of the state-owned immovable property in the capital of the country and 8 other localities of the municipality: in the communes of Bacioi, Busdesti, Ciorescu, Cruzesti, Gratiesti, Stauceni and in the cities of Cricova and Vadul lui Voda.
In the context of the works started today, December 30, 2021, the Public Services Agency organized a working meeting with the management and representatives of the Public Property Agency and Chisinau City Hall. The event was attended by Mr. Mircea Esanu, Director of Public Services Agency, Mr. Eugeniu Cozonac, General Director of the Public Property Agency, Mr. Ilie Ceban, Deputy Mayor of Chisinau municipality, as well as mayors and cadastral engineers of the localities of the municipality for which the delimitation works were contracted.
The matters related to the delimitation and registration of the immovable property owned by the state and local public authority, which are located in the territorial-administrative units of Chisinau municipality, were addressed at the meeting. The issues related to the existing shortcomings and their elimination through mutual cooperation in the delimitation procedures were also discussed.
The activities are part of the Land Registration and Valuation Project, implemented in accordance with the Financial Agreement between the Republic of Moldova and the International Development Association, signed on September 17, 2018. The project implementation period is 5 years (2019-2023) and one of the main tasks of this project is the inventory and registration of land and other immovable property owned by state and administrative-territorial units. This will ensure the optimal management of the public property, the transparency of the process of distribution, allocation or use of the state-owned land, and enhance the tax arrangements aimed at ensuring the replenishment of the own revenues of the local public authorities.
The State Enterprise “INGEOCAD” - the company that will carry out the delimitation works was selected through an open tender held in accordance with the World Bank procurement procedures. The term for the execution of the contract is 12 months, during which about 2600 objects of the state-owned immovable property must be delimited according to the ownership and scope. The contract also provides for the correction of errors in the cadastral plans of about 2,200 privately owned lands. The total amount of work shall be 3.7 million MDL.
The heads of the Public Services Agency and the Public Property Agency emphasized the importance of the process of delimitation and registration of public property to reduce corruption in land management, eradicate poverty and ensure the development of the national economy.
At present, cadastral works on registration of the privately owned immovable property and delimitation of the state-owned immovable property, planned within the framework of the Land Registration and Valuation Project, shall be carried out in about 430 localities of 14 districts of the country and Balti municipality.
