Ukrainian refugees can obtain the state identification number (IDNP) in digital format

Refugees from Ukraine, who will stay for a longer period of time on the territory of the Republic of Moldova, will be able to benefit from the public services on the basis of the state identification number (IDNP), assigned at the crossing of the border of the Republic of Moldova, which can be downloaded through a digital application, recently developed by the e-Governance Agency.

The new digital solution is integrated on the dopomoga.gov.md platform and can be used starting 14 March 2022.

- The state identification number is the main identifier of an individual on the territory of the Republic of Moldova.

- Information on the IDNP can be obtained online, on the dopomoga.gov.md platform, in the "Obtain IDNP" section, by entering the personal data from the identity document held by the Ukrainian refugee (passport, internal ID card or birth certificate).

- This information can be easily downloaded in PDF format and submitted to state bodies in order to benefit from the public services, apply for a job, enroll children in kindergarten or school, open a bank account, register a company, etc.

- The state identification number shall be valid upon presentation of the identity document, on the basis of which the IDNP number has been assigned.

- The information on IDNP shall be issued based on the data provided by the Public Services Agency, which is registered at the crossing of the state border of the Republic of Moldova.

- If the IDNP cannot be obtained through the portal dopomoga.gov.md, the foreign citizens temporarily staying on the territory of the Republic of Moldova shall address one of the Multifunctional Centres of the Public Services Agency or the Bureau for Migration and Asylum.

At the same time, the public entities to which the refugees address themselves will recognize these extracts and will be able to verify their authenticity by scanning the QR code.

The decision on the possibility to obtain online information on the IDNP of the Ukrainian refugees was taken by the Commission for Exceptional Situations of the Republic of Moldova, by the Disposal no. 7 dated 4 March 2022, as an urgent measure that offers more opportunities for the accommodation of persons temporarily staying on the territory of the Republic of Moldova.

The dopomoga.gov.md platform was launched on 1 March 2022, as a single point of access to information regarding the assistance that Ukrainians can benefit from during their stay on the territory of the Republic of Moldova. From the launch to the present day this platform has been accessed by about 100,000 unique users.
