Today, April 4, 2022, as part of the anticorruption information campaign organized by the National Anticorruption Centre at the initiative of the executive board of the Public Services Agency, the first professional training session for the management of the institution entitled „Integrity for quality public services” was held.
At the beginning of the working meeting, the director of the Public Services Agency, Mircea Esanu, stated: “Our institution manages processes that are important to citizens. Unfortunately, we have inherited some flawed areas, such as cadastral services and drivers’ examination. Institutional integrity is very important to us. We focus on preventing acts of corruption. In the reform we are implementing, we rely not only on the morality of the PSA employees, but also on the support of the justice system. Over the past two years, about 20 employees of our institution have been detained for various acts of corruption. Unfortunately, only one person was convicted and it was a conditional conviction.”
The seminar was aimed to consolidate knowledge, develop skills and shape the attitudes necessary to reduce the risk of corruption in the process of providing public services by the PSA employees, to cultivate, ensure and promote the culture of institutional integrity in the public entity and managerial responsibilities.
The Director of the Public Services Agency mentioned that the Agency is currently implementing a reform on the digitization of public services, which will eliminate with time the human factor that determines corruption.
In his speech, the NAC Director Iulian Rusu said: “We are launching this information campaign together with the Public Services Agency in order to raise awareness about the risks of corruption - a phenomenon that causes enormous damage to the economy, the state and our citizens. We have to work hard on the dimension of prevention because, first of all, it does not require high costs. In such a way, we can bring to the public as much information as possible about the effects of corruption, which are often unrecoverable. By conducting this campaign we strive to improve the quality of services provided to citizens, promote the integrity of the civil servant and help where the expertise of NAC and of our instructors is needed. I am convinced that we will be useful in this joint action and together with all my colleagues involved in the campaign, we will achieve a good result.”
The anticorruption information and awareness campaign entitled “Integrity for quality public services” takes place in the context of the implementation of the National Integrity and Anticorruption Strategy for 2017–2023, approved by the Decision of the Parliament of the Republic of Moldova no. 56/2017.
