In order to strengthen professional capacities in the field of verification, registration and record keeping of data on beneficial owners of legal entities and individual entrepreneurs a training session was organized for the employees of the Department of Registration and Licencing of Legal Entities of the Public Services Agency (PSA) on the topic “Compliance of the activity with the rigors induced by the amendments to the regulatory framework relevant to the PSA tasks”.
The event was attended by Mr. Oscar Rivera Rivera, High-Level Adviser of the EU in the field of prevention and fight against money laundering, who informed the PSA registrars about the procedures for verification, registration, keeping records and updating of data on the beneficial owners of legal entities applied in the European area, an also about the importance of the Registers of beneficial owners in the countries of the European Union. “The state registration body has a basic role in the field of preventing and combating money laundering and terrorist financing, and the registrars in the field of state registration are the pillars that ensure the accuracy and accessibility of information regarding the beneficial owners. This information is used by the law enforcement bodies to identify and assess the risks of money laundering and terrorist financing and take measures to improve the activity of the authorities in the relevant field.”, said the European official.
For their part, the representatives of the Office for Prevention and Combating of Money Laundering (Financial Intelligence Unit) spoke about the activities undertaken in the Republic of Moldova in this segment, answering the questions of the PSA employees.
During the event, Angela Belobrov, Head of the Department of Registration and Licencing of Legal Entities of the PSA presented the Strategy for the Development of Information System “State Register of Legal Entities (SRLE): analysis of the current situation, objectives, action plan, distribution of responsibilities, terms, monitoring and reporting system”.
Mircea Esanu, Director of the Public Services Agency, mentioned that 2022 is a dynamic year for the Department of Registration and Licencing of Legal Entities and appreciated the efforts made by the employees of the state registration body to modernize the services of state registration and licencing of legal entities. “In the immediate next period the Public Services Agency has set out to achieve visible results in the field of reengineering and digitization of the services provided, having sufficient resources for this, and there is no way back in this regard. Data from the State Register of Legal Entities will be accessed automatically and directly by the applicants, and paper documents will eventually be excluded, being replaced by electronic documents”, emphasized the Director of the PSA.
