The Public Services Agency provides clarifications regarding false information regarding the activity of the institution, repeatedly disseminated in the media by the citizen Ion Chicu.
1. The Public Services Agency was not notified by the competent bodies of the Republic of Moldova or by the diplomatic missions of our country about any cases of falsification of travel documents issued by the PSA. There are no signals that citizens of the Republic of Moldova are detained abroad having false documents issued by the PSA.
2. Currently, the Public Services Agency continues to issue documents that are produced based on the lamination technology and blak forms used by the institution from 2014 to the present.
3. On May 13, 2022, the Public Services Agency signed a new contract for the procurement of blank forms with the „Polska Wytwornia Papierow Wartosciowych” company for the supply of 3 million blank forms. New blank forms should be delivered to Moldova only in the period of September-October 2022, after which the PSA will migrate to another data personalization system switching to a new technology of processing polycarbonate-based document.
4. The Public Services Agency reiterates that the tender initiated in April 2021 by the former management board of the Agency was canceled due to numerous serious procedural irregularities identified by the Control Body of the Prime Minister, including the fact that it allowed bidding companies to include royalty fees. The winner of this tender had not been announced at the time of its cancellation.
The contract signed by the former management board of the PSA, valid during the period when the citizen Ion Chicu held the position of Prime Minister of the Republic of Moldova, provided for a royalty tax (fee) in the amount of 13,6 euros for each passport that the Public Services Agency paid to a third party. From 2014 to 2021, the royalty tax amounted to about 41 million euros, which went to the accounts of several obscure companies from Bulgaria, Greece and the Arab Emirates. Specifically on this royalty fee and its final beneficiaries the General Prosecutor 's Office initiated criminal prosecution on October 22, 2021. The final decision on this case has not yet been pronounced. At the same time, we reiterate that since August 2021, the new management board of the PSA has refused to pay the royalty fee.
5. The Public Services Agency reserves the right to sue citizen Ion Chicu in court for defamation of the institution.
