Statistical data on the number of children, citizens of the Republic of Moldova, born abroad and registered in the State Registers of the Republic of Moldova

According to data from the State Register of Population, 15476 birth certificates of children, citizens of the Republic of Moldova, born abroad (age of children < = 2 years), were registered in 2021. This number is a record one for the last ten years of registration of births of citizens of the Republic of Moldova, produced abroad.

However, the indicators are relative, because citizens of the Republic of Moldova abroad often register their children in civil status registers tardily, or do not register them at all, especially when one of the parents is of another nationality.

Procedure for re-registration of civil status documents:

Starting 17.08.2001, the Moldovan civil status certificate, in case the civil status document of a citizen of the Republic of Moldova has been registered by the authorities of a foreign state, is only issued after the re-registration of the respective document in the civil status registers of the Republic of Moldova.

Thus, a citizen of the Republic of Moldova is obliged to apply for re-registration within 6 months from the date of returning to the country or from the date of receiving from abroad the civil status certificate or the copy or extract from the civil status document.

Citizens of the Republic of Moldova, who are temporarily residing or domiciled abroad, can request re-registration of civil status documents at the diplomatic mission or consular office of the Republic of Moldova accredited in the country of destination.

The procedure for re-registration of a birth certificate in the name of a minor child is carried out upon personal request of the child’s first-degree (parents) or second-degree (grandparents) relatives in a straight ascending line or of a person authorized by them based on a notarized power of attorney, which can be submitted to the civil status service according to the applicant's place of domicile.

When applying for re-registration of a birth certificate in the name of a minor child, the following documents must be submitted:

  • the birth certificate legalized and translated in the established manner or the multilingual extract from the birth certificate;
  • copies of the identity documents and a copy of marriage certificate/multilingual extract from the marriage certificate of the child’s parents (in the case the child is born to married parents);
  • a copy of the applicant’s identity document (if the application is not submitted personally by one of the parents);
  • a copy of documents confirming the relationship degree between the applicant and the holder of the document or a notarized power of attorney.

The decision on the application for re-registration of a civil status act is taken within 2 months from the date of submission, and for valid reasons, this term can be reduced.
