The Public Services Agency is in continuous process of public services modernization and optimization

The Public Services Agency is going to optimize and simplify some of the public services comcerning the issuance of identity documents and registration of residents of the Republic of Moldova, as well as of citizens of the Republic of Moldova residing abroad, thus increasing their level of accessibility for citizens.

In this regard, a series of amendments were made to the Regulation on the issuance of identity documents and registration of citizens of the Republic of Moldova, which are to come into force on December 25, 2022.

Thus, according to the new provisions:

  1. Children, whose parents/only parent have/has no possibility to exercise their obligation of a legal representative on the ground that they reside abroad, will be able to obtain identity documents in their absence, being accompanied by a representative of the territorial guardianship authority.
  2. Upon subsequent issuance of a passport of the citizen of the Republic of Moldova in the child’s name, the submission of the birth certificate or other civil status documents will not be required, if the information has already been updated in the State Population Register.
  3. People, who intend to domicile abroad or are already residing there, when applying for a passport of a citizen of the Republic of Moldova, will not be obliged to present a valid identity card, military ID card (in the case of persons liable for military service) and pension card (in the case of beneficiaries of social payments).
  4. Individuals confined to bed, persons under coercive treatment and persons held in preventive arrest or in detention will have the possibility to grant powers of representation, free of charge, through the #MPower service (Register of powers of representation based on the electronic signature) to persons who will be able to act on their behalf to obtain identity documents. These powers will allow receiving the manufactured identity documents, registering at the place of domicile or temporary residence, and applying for other services.
  5. With the implementation of mechanisms of electronic and informational data exchange between institutional and inter-institutional information systems by means of the #MConnect service (Governmental Interoperability Platform), applicants will not be required to submit documents confirming the right to receive benefits for the issuance of identity document services provided free of charge, military book, and pension card for obtaining the emigration authorization, etc.

We remind you that by previously adopted legislative amendments the maximum term for obtaining the emigration authorization was considerably reduced from 3 months to 20 working days and the tariff for the provision of this service was reduced, as follows: within      20 working days - from 450 to 150 lei; within 10 working days - from 750 to 300 lei.

Note: The provisions regarding the powers of representation based on the electronic signature will enter into force on 01.01.2023.
