A new Methodology for conducting the exam to obtain the right to drive vehicles comes into force

December 11, 2022, a new Methodology for conducting the exam to obtain the right to drive vehicles and driving licence issuance comes into force.

The document was developed by the Public Services Agency jointly with the Ministry of Education and Research and corresponds to European norms and practices in this field.

The new methodology corresponds to the provisions of the Regulation on the procedure for conducting the exams for obtaining the right to drive vehicles, driving licence issuance and their validity, which entered into force on May 10, 2022, and regulates the procedure for conducting the exams.

Thus, the minimum time reserved for conducting the practical test of the exam for obtaining the right to drive vehicles is established as follows:

  1. For B and BE categories, the minimum time reserved for the practical test is 25 minutes. In addition to this time, candidates will perform special driving manoeuvres on the route.
  2. For C, CE, D categories and C1, C1E, D1, DE subcategories, the minimum time reserved for the practical test is 45 minutes, which also does not include the time for the candidate to safely exercise special driving manoeuvres on the route.

The special manoeuvres that the candidates will perform in addition to the practical test on the route are the following:

  1. Keeping in lane when moving in reverse within a distance of about 20 m;
  2. turning the vehicle in the opposite direction, using forward and reverse motion (1 attempt of 3 motions);
  3. positioning the vehicle within the parking space limits, when entering or leaving (parallel, oblique or right-angle, moving forward or in reverse, on flat ground, 1 attempt);

Also, the procedure for contesting the results of the exam was regulated. Candidates, who do not agree with the results of the theoretical or practical test, can file their objections within three working days. The application for reconsidering the result is to be submitted to the subdivision of the Department of vehicle registration and driver qualification, in which the exams were conducted, in written form (contact information and the list of competent subdivisions can be viewed here.)
