Today, 28.12.2022, the Executive body approved the new concepts for developing the “Civil Status Acts” (ASC) and “State Register of Legal Entities” (RSUD) Information Systems, held by the Public Services Agency (PSA). The draft Government Decisions were developed by the PSA in coordination with the Electronic Governance Agency (EGA).
The concepts were developed due to the need to implement a new model (“To-Be model”) for the provision of public services in the field of registration of legal entities and civil status acts, developed as a result of the reengineering of relevant services. The activity is carried out within the framework of the “Modernization of government services in the Republic of Moldova” Project (MGSP).
The implementation of Information Systems will ensure the automation of all processes within the provision of civil status services and registration of legal entities, create a new model of interaction with service users – through electronic means of communication, which will make it possible to remotely register businesses, amendments to the articles of incorporation, changes to data from the State Register for already registered legal entities, as well as to register civil status acts.
The new interaction channels will significantly contribute to reducing the costs of document processing (transportation, time), also for citizens of the Republic of Moldova who are abroad and have qualified advanced electronic signatures.
With the implementation of the new RSUD and ASC information systems conditions will be created for their migration to the MCloud platform and data exchange with other information systems through the MConnect platform, as well as their integration with the MSign, MPass, MPay, MNotify and MLog services.
The PSA shall act as the owner and holder of the IS “RSUD” and “ASC”, and the Public Institution “Information Technology and Cyber Security Service” shall act as technical administrator.
The development of the “State Register of Legal Entities” („Registrul de stat al unităților de drept”) and “Civil Status Acts” („Acte de stare civilă”) information systems, as well as their functional maintenance for a period of one year from the date of putting the systems into operation, will be carried out from the funds of the Modernization of Government Services Project (according to estimates, the cost of the investment is: about 6.2 million lei – the development of the RSUD SI and about 10 million lei – the development of the ASC SI). Subsequently the systems will be funded from revenues of the Public Services Agency obtained from the provision of public services.
According to the draft GDs, the PSA with the support of the EGA shall ensure, within 12 months, the creation of the new “State Register of Legal Entities” (RSUD) and “Civil Status Acts” (ASC) information systems based on the concepts approved today.
