The passport, ordered through diplomatic missions and consular offices in Romania, Austria, Sweden and Hungary, can be paid for with a bank card and delivered directly to the address requested by the beneficiary

As part of a pilot project, carried out jointly by the Public Services Agency (PSA) and the Ministry of Foreign Affairs and European Integration (MFAEI), four diplomatic missions and consular offices of the MFAEI with their headquarters in Romania (Bucharest), Austria (Vienna), Sweden (Stockholm) and Hungary (Budapest) will get access to the PSA’s information system for issuing passports to citizens of the Republic of Moldova. Soon, all diplomatic missions and consular offices (DMCO) of the MFAEI will be able to benefit from this option.

The PSA information system is integrated with the governmental delivery service MDelivery and the governmental electronic payment service MPay, which will lead to a change in the method of payment for services of passport issuance through the diplomatic missions and consular offices of the MFAEI.

Thus, citizens of the Republic of Moldova, permanently or temporarily residing abroad, who request the issuance of their passport through diplomatic missions and consular offices, will be able to pay for the services rendered on the spot with a bank card they hold. It is expected that the beneficiary will pay the tariffs in the national currency (at the moment, payments are made only in foreign currency – euros, dollars).

Considering the fact that the integration of the services provided through the DMCO will be ensured gradually with simultaneous application of two payment methods, applicants will have the opportunity to choose the payment option - in foreign currency or in national currency. In the case of payment in Moldovan lei, payment will be made through MPay.

At the same time, citizens who request the issuance of a passport through the diplomatic missions and consular offices of the Republic of Moldova will be able to receive their document to their domicile address or to their place of residence abroad. This is available through the governmental delivery service MDelivery.

The procedure for requesting the MDelivery service is simple and is carried out at the headquarters of the diplomatic mission or consular office. Upon receipt of the application for the issuance of the passport of the citizen of the Republic of Moldova, the applicant will be informed about the possibility of delivering the document by means of the MDelivery service, list of postal service providers, delivery time limits and the established tariffs.

In turn, the citizen must communicate to the consular officer the telephone number, e-mail and delivery address; pay the fee for the requested document and delivery service. After the submission of the electronic delivery order is completed by the consular officer, the applicant will receive a confirmation notification with the number of the MDelivery order on the indicated e-mail.

The delivery service order can be viewed on the official portal of the governmental service MDelivery - mdelivery.gov.md.

The draft Government Decision with the respective provisions was voted during the meeting of the executive body held on 25.01.2023 and will enter into force on the date of its publication in the “Monitorul Official” of the Republic of Moldova".
