During 2022 the multifunctional centers of the Public Services Agency provided services to 3 458 871 visitors (+14% compared to 2021 and +67% compared to 2020).
An overall number of 5 724 347 services were provided to them, of which 1 899 192 were provided free of charge and 145 456 – under reduced tariffs).
The list of services provided by the Public Services Agency currently includes 262 services, of which 50 are provided free of charge and 57 - under reduced tariffs for certain categories of people.
Among the most requested services provided free of charge by the PSA to all citizens of the Republic of Moldova are the following:
- issuance of the first identity card (about 2400 services per month),
- registration of birth (about 1300 services per month),
- registration of death (about 1500 services per month),
- registration of marriage (about 500 services per month),
- removal of legal entities from the State Register (about 400 services per month),
- re-registration of a civil status act (about 400 services per month),
- licencing services (about 90 services per month).
At the same time, there is a broad category of persons, citizens of the Republic of Moldova, to whom the Public Services Agency provides services free of charge or under reduced tariffs. The list of beneficiaries includes:
- disabled persons - provision of civil status services (except for the organization of solemn ceremonies of marriage registration), exchange of identity card, passport issued for the pupose of departure from the Republic of Moldova for rehabilitation, recovery or medical treatment abroad, issuance of driving licence, vehicle registration certificate and extracts from information resources of the PSA (certificates);
- pensioners receiving old-age pensions - provision of civil status services (except for the organization of solemn ceremonies of marriage registration) and issuance of extracts from information resources of the PSA (certificates);
- children left without parental care – provision of civil status services, passport issued for the pupose of departure from the Republic of Moldova for rehabilitation/recovery/medical treatment or studies;
- children with disabilities – passport issued for the pupose of departure from the Republic of Moldova for rehabilitation/recovery/medical treatment or studies;
- children under 1 year of age - passport issued for the pupose of departure from the Republic of Moldova for rehabilitation/recovery/medical treatment;
- war veterans - provision of civil status services (except for the organization of solemn ceremonies of marriage registration) and exchange of identity card only once;
- participants in the World War II - issuance of passport, driving licence and vehicle registration certificate;
- persons who are in the state care - provision of civil status services (except for the organization of solemn ceremonies of marriage registration) and exchange of identity card;
- participants in the liquidation of the consequences of the Chernobyl accident - provision of civil status services (except for the organization of solemn ceremonies of marriage registration) and exchange of identity card only once;
- victims of trafficking in human beings - provision of civil status services (except for the organization of solemn ceremonies of marriage registration) and issuance of identity card;
- voluntary donors of blood - exchange of identity card only once.
Moreover, with a 50% reduction of the established tariff, 4 services are provided in the field of real estate registration:
- selective primary registration of the right to own immovable property located in rural areas,
- registration (primary selective and current) of ownership based on the inheritance certificate,
- registration of mortgage for 2 or more agricultural plots of the same holder,
- notation of the lease for 2 or more agricultural plots of the same holder.
For the attention of citizens who are in the aforementioned categories of beneficiaries:
- When ordering the service, it is necessary to inform the representative of the territorial subdivision of the PSA (the operator) that you are in the category of persons who benefit from reduced tariffs for the respective service and present, upon request, the confirmatory documents (e.g. the card of pensioner, war veteran, degree of disability, etc.).
- If you have not benefited from any facilities, but you belong to the categories established by the legislation in force, you can contact the territorial subdivision where the service was provided and submit to the „Information” office a request regarding the unused right to benefit from facilities and, respectively, request to make the appropriate recalculations. The money is to be returned to you within 30 working days at most.
- In most cases the provision of services under reduced tariffs is ensured within the maximum established time limit.
