About 36% of the services provided by the Public Services Agency (ASP) are offered free of charge or under reduced tariffs to several categories of citizens, among which are old-age pensioners and people with disabilities.
Recently, as part of the digitization process of public services, the interaction between the Electronic Services Development Platform (ESDP) and the databases of the National Social Insurance House and National Council for the Determination of Disability and Work Capability was carried out.
Thus, the option to order cadastral documents online (extract from the Register of Immovable Property, extract from the supplemental chapter to the RIP and certificate regarding entries in the Register of Immovable Property) has become available for beneficiaries of facilities, who no longer have to go to the multifunctional centers of the Public Services Agency to present the documents confirming that the applicant is in one of the categories of persons benefiting from reduced tariffs.
The application in electronic form can be submitted online by accessing the website of the Public Services Agency www.asp.gov.md or the Public Services Portal www.servicii.gov.md. It is necessary to enter a minimum set of identification data: IDNP, forename and surname of the applicant, after which the category of beneficiary of facilities must be selected by ticking.
The system will automatically check whether the applicant is in one of the categories of beneficiaries (old-age pensioner or disabled person). After the status of beneficiaries of facilities is confirmed, the service will be provided free of charge, regardless of the form of obtaining the document: in electronic format and/or if necessary – on paper.
If the system does not confirm the status of beneficiary of facilities, the applicant will be notified by displaying a message about the lack of status of beneficiary of facilities. Thus, the citizen will be able to complete the order only after the requested service is fully paid (via MPay).
To request and obtain a cadastral document in electronic format the beneficiary must have an electronic signature. The result of the service, in electronic format, will be downloaded in the personal cabinet (Government Portal of the Citizen: mcabinet.gov.md).
In the case of requesting the cadastral document on paper, the beneficiary will have two options for receiving it: at the selected multifunctional center or at the address indicated by the beneficiary, through the MDelivery governmental delivery service, which is integrated with the new Electronic Services Development Platform (ESDP).
Attention (!!): The reduced tariffs are to be applied only for the cadastral services provided within the maximum established period. During the pilot period of the project, citizens will be able to order online cadastral services exclusively for immovable properties located in the municipality of Chisinau.

The pilot launch of the provision of electronic services in the field of cadastre through the Electronic Services Development Platform was carried out in collaboration with the E-Governance Agency.
