Driving licences issued in Moldova and Turkey are mutually recognized. No exams for all categories

Citizens of the Republic of Moldova and the Republic of Turkey, permanently or temporarily established on the territory of the other country, have the right to convert their driving licence, being exempted from attending training courses, taking the theoretical and practical exams, as well as from the expenses related to these processes.

The conversion of driving licences provides citizens with the right to drive vehicles in international traffic and will facilitate the conclusion of more advantageous contracts of employment in the field of transport. Practically, the conversion of driving licences takes place when the holders of driving licences obtained in the Republic of Moldova apply to the competent authority in the Republic of Turkey. Respectively, the holders of driving licences obtained in the Republic of Turkey have to apply to the competent subdivisions of the PSA for the conversion of their driving licences to the ones issued in the Republic of Moldova without taking the exams.

At the time of conversion of driving licences issued by the authorities of the two countries, the equivalence of their categories/subcategories will be carried out based on the equivalence principle. Driving licences issued by the authorities of one of the contracting parties shall become invalid for circulation on the territory of the state of the other contracting party after six months from the date the holder obtains residence on the territory of the state of the other contracting party.

We remind you that a bilateral Agreement between the Government of the Republic of Moldova and the Government of the Republic of Turkey regarding the conversion and mutual recognition of driving licences was signed for an unlimited period of time and entered into force at the beginning of this year.

The respective document continues the foreign policy actions of the Republic of Moldova aimed at the development and consolidation of good international relations with the contries of the European area in different segments, including the field of internal affairs.

Currently, the Republic of Moldova has bilateral Agreements on the Conversion of Driving Licences providing for the conversion and mutual recognition of driving licences with 5 states. The list can be viewed here.

The list of the countries for the conversion of driving licences issued by the authorities, to which the reciprocity principle applies and theoretical/practical exams that are to be recognized or taken can be found here (member states of the Convention on Road Traffic, concluded in Vienna on 08.11.1968, to which the Republic of Moldova acceded by Parliament Decision no. 1318 of 02.03.1993.
