Clarification on the public procurement procedure
- Question nr. 1:
Is a Bid Security, by using annex 9, issued by Erste Group Bank AG (GIBAATWGXXX) - which is a licensed institution as per page 14, point 92 and implemented URDG rules and law acceptable? Or do we need to involve a local bank? - Response: The Bid Security issued by the Erste Group Bank AG in accordance with Annex nr. 9 is acceptable. The Bid Security should be submitted together with the other bid documents as it is part of the Bid.
- Question nr. 2:
As the performance security, annex 10, is part of the tender documents we would like to clarify if we need to provide the Performance Security with our tender documents or after contract conclusion as per standard document page 14, point 91. - Response: The Performance Security shall be issued and submitted by the winner before the signing of the procurement contract, after the announcement of the tender results.

As per our understanding we do not have to provide the mentioned documents as per point 32 (1-10) of standard documentation as the mentioned annexes 12, 13, 14, 15 are not part of tender documentation. - Question nr. 5:
As per our understanding we do not have to provide the mentioned documents as per point 43 of standard documentation as the mentioned annexes 16, 17, 18, 19 are not part of tender documentation. - Question nr. 6:
Do we have to register on mtender.gov.md before Oct. 17, 2023 or will the "Electronic Bids" button be active on Oct 17, 2023 which allows us to upload the documents until Nov 10, 2023? - Response: You should register you company on www.mtender.gov.md before November 10, 2023 in order to be able to upload on the platform all the documents of the bid before November 10, 2023, 10:00 AM, local time.
- Question nr. 7:
Do we have to register on mtender.gov.md for the auction process during Nov. 10 - Nov 13, 2023? - Response:This is a technical question that should be addressed directly to the platform www.mtender.gov.md.
