The Public Services Agency presented the Identity Card – the new identity document for citizens of the Republic of Moldova

Today, the Public Services Agency presented the new identity document for citizens of the Republic of Moldova – the Identity Card – at a festive public event. The latest-generation document complies with European Union standards and was put into circulation at the beginning of April 2025.

The launch event took place in the presence of the President of the Republic of Moldova, Ms Maia Sandu, representatives of central public authorities, as well as the embassies of European Union Member States accredited in the Republic of Moldova – thus reflecting the strategic and symbolic importance of this project for the country’s future.

The first issued Identity Card was presented to the President of the Republic of Moldova, Maia Sandu, by the Director of the Public Services Agency, Mircea Eșanu.

Opening the event, the President of the Republic of Moldova, Maia Sandu, stated: “I welcome this initiative and appreciate the efforts of the PSA and all the institutions that made this project possible. I am delighted to be here today for the launch of the Identity Card, which complies with European standards. I am very pleased that the first one million citizens will be able to receive this document free of charge. I remember that some years ago we were discussing illegal and abusive fees that were requested or imposed on citizens when they obtained their identity documents. We have come quite a long way since then:  not only have we eliminated the illegal fees,  but today we are in a position to provide the document free of charge to the first one million citizens. I have learned about the advantages of the Identity Card and I want to encourage our citizens to obtain an Identity Card, to no longer wait in queues, to no longer waste time, and to resolve the vast majority of their matters online, from their computers.  I am pleased that our fellow citizens in the diaspora will also be able to obtain an Identity Card. For them, this document represents a shorter path to public services and lower costs. Thank you all. These are the projects and programmes we work on every day, and through these projects we aim to make citizens’ lives easier and raise the standard of living for everyone.”

“The Identity Card is the result of a joint effort by several public institutions:  the Public Services Agency, the Information Technology and Cyber Security Service, and  the Electronic Governance Agency. The document opens up new opportunities for interaction between the state and its citizens. In a digitalised world,  the Identity Card is not merely a plastic document confirming identity, but a key to accessing digital services, making life easier for Moldovans, including those in the diaspora. Moldova has not updated its identity card for 10–11 years, and today the identity card exceeds expectations both in terms of security and interoperability. The new identity document is based on modern technologies and incorporates advanced security features designed to protect citizens’ identities. Even more importantly, at the request of citizens, the Identity Card is issued with an embedded electronic signature. This will greatly facilitate citizens’ interaction with the state. With an Identity Card containing an embedded electronic signature, citizens of the Republic of Moldova, as well as those in the diaspora,  will be able to request documents online and receive the documents they need directly at home or in their personal ‘MCabinet’ account, without having to visit service counters,” Mr Eșanu M. stated in his address.

To support citizens in their transition to the new identity document, the Public Services Agency will issue the first one million Identity Cards free of charge, thus demonstrating its commitment to digital inclusion and equity. The processing time for Identity Cards issued free of charge is 20 working days.

The Public Services Agency reiterates that citizens who hold a valid identity card are not required to obtain the new Identity Card. Existing identity cards remain valid until their expiry date.

The Identity Card presentation event was organised by the Public Services Agency (PSA), in partnership with UNDP Moldova and with the financial support of the governments of Norway, Sweden, Canada and Denmark.

We encourage all citizens who wish to obtain an Identity Card free of charge to take advantage of this opportunity and schedule their visit to the PSA in advance. Appointments can be made online on the institution’s website – asp.gov.md
