The Public Services Agency (ASP) has launched a new information system that allows users to submit online applications for the issuance of permits and related documents in the field of trade in strategic goods.

What does “strategic goods” mean?

Strategic goods are dual-use goods, technologies or equipment (civilian and military), military products or other products considered sensitive to national security — from advanced electronic components and chemical substances to weapons or surveillance technologies. Trade in these goods is strictly controlled through permits in order to prevent illegal transfers to persons or countries posing a risk and their use for dangerous purposes, such as the manufacture of weapons of mass destruction.  The rules are established by Law No. 213/2024 and Government Decision No. 24/2025.

Who makes the decisions on the issuance of permits?

Permits are approved by the National Commission for the Control of Trade in Strategic Goods,  a permanent body of the Government of the Republic of Moldova. Its role is to examine applications and decide whether to issue permits for operations involving strategic goods.  
The Public Services Agency provides the secretariat of the Commission, handling the administrative aspects: preparation of files,  issuance, granting and registration of permits and related documents, based on the decisions taken by the Commission.
