The Public Services Agency (ASP) has launched a new information system that allows users to submit online applications for the issuance of permits and related documents in the field of trade in strategic goods.
How to access the service:
- The applicant accesses the platform ccms.asp.gov.md.
- Authenticates through the MPass system exclusively as the administrator of the respective company.
- Attaches the required set of documents.
- Signs the application with an electronic signature.
- Throughout the application submission and examination process, the applicant receives notifications about the progress of the application through the MNotify service.
- At the end, after the application has been signed, the information system provides users with the opportunity to leave feedback by completing a questionnaire
Advantages of the new service
- There is no longer a need to visit an ASP office in person.
- The process is simple and transparent.
What does “strategic goods” mean?
Strategic goods are dual-use goods, technologies or equipment (civilian and military), military products or other products considered sensitive to national security — from advanced electronic components and chemical substances to weapons or surveillance technologies. Trade in these goods is strictly controlled through permits in order to prevent illegal transfers to persons or countries posing a risk and their use for dangerous purposes, such as the manufacture of weapons of mass destruction. The rules are established by Law No. 213/2024 and Government Decision No. 24/2025.
Who makes the decisions on the issuance of permits?
Permits are approved by the National Commission for the Control of Trade in Strategic Goods, a permanent body of the Government of the Republic of Moldova. Its role is to examine applications and decide whether to issue permits for operations involving strategic goods.
The Public Services Agency provides the secretariat of the Commission, handling the administrative aspects: preparation of files, issuance, granting and registration of permits and related documents, based on the decisions taken by the Commission.

Currently, 87 economic operators are pre-registered in the Republic of Moldova and have the right to carry out operations involving strategic goods.
The “Control of Trade in Strategic Goods” information system (ccms.asp.gov.md) was donated by the U.S. Department of State and adapted to the provisions of the legislation of the Republic of Moldova by ASP.
