The Public Services Agency informs that today, 30 September 2026, the Government of the Republic of Moldova approved the new regulatory framework for the “State Register of Vehicles” Information System. The approved Government Decision replaces the outdated regulations established by Government Decision No. 1047/1999 and lays the foundations for a modern, secure and digitalised information infrastructure.
The new State Register of Vehicles reshapes the way vehicles are recorded and registered in the Republic of Moldova, bringing direct benefits to citizens and increasing data interoperability between authorities:
- Expanded digitalisation and simplified procedures.
The new regulatory framework creates the necessary conditions for most vehicle registration and record-keeping services to be provided electronically through government portals and dedicated applications.
- Smart services and automatic suspension.
The new system integrates modern mechanisms for the automatic generation of events. For example, the registration of a vehicle will be automatically suspended by law if the periodic technical inspection expires or serious technical deficiencies are detected, with the status being restored once these deficiencies have been remedied.
- Connection to the European EUCARIS network.
The regulatory framework creates the necessary technical and legal conditions for connecting the Register to the European Car and Driving Licence Information System (EUCARIS). This will allow the history of imported vehicles to be verified in real time, preventing fraud, data falsification and double registration.
- European type-approval and classification standards.
The registration rules have been updated and harmonised with Directive 1999/37/EC, introducing clear criteria for the technical classification of vehicles and trailers (categories L, M, N, O).
The approval of this project is in line with the objectives of the National Programme for the Accession of the Republic of Moldova to the European Union. The new system will be implemented in stages by the Public Services Agency using the institution’s own resources, without generating additional expenditure from the state budget.
The Government Decision will enter into force on 1 January 2027, with the exception of certain provisions concerning the exchange of information through EUCARIS.
