Starting from 5 October 2026, the Public Services Agency is launching a new electronic service. Citizens of the Republic of Moldova who hold a valid electronic signature and own residential property can register their permanent or temporary residence entirely online at the addresses of their own residential properties, without having to visit the institution's service counters.

The new service can be accessed directly from the official PSA website, through the EVO mobile application or on the evo.gov.md portal. The electronic service allows the owner to register themselves and their minor children, as well as to deregister third parties from their own dwelling.

Who can access the service

The application can be submitted online — without presenting any paper documents — if the applicant meets all of the following conditions:

  • holds a valid identity document;
  • is the owner or co-owner of a dwelling in the Republic of Moldova;
  • the ownership right is officially recorded in the Real Estate Register;
  • the property address is registered and verified in the State Register of Administrative-Territorial Units and Addresses.

The system automatically verifies all this data, so the entire process takes only a few minutes.

How to submit an application, step by step

  • Access the service — go to evo.gov.md. Enter “residence registration” in the search bar and select the required service

  • Sign in — via MPass, using your electronic signature.

  • Complete the application — check the personal data displayed, accept the terms of use of the service, select one of the addresses of the properties you own and choose the type of registration: permanent residence or temporary residence, or the deregistration of third parties.

  • Sign the application — electronically via MSign.

  • Pay for the service — via MPay.

  • Confirm submission of the application — you will receive an email notification confirming successful payment and submission of the application and can download the confirmation.

  • Receive the result — after the application has been reviewed and accepted in the back office, you will receive a confirmation email notifying you that the application has been processed. The new address can be viewed in your EVO Personal Account.

What else you can do online

  • Territorial flexibility: if you own several properties, you can register at any address as your permanent or temporary residence. You can choose at any time the preferred dwelling where you actually reside.

  • Multiple services: a single online application can include several services at the same time: your own registration, registration of minor children and deregistration of third parties.

  • One address per application: each application covers registration at a single address.

Registration and deregistration of minor children

The procedure is simplified and can be completed within the same application submitted by the parent if:

  • the child's parents are officially married;

  • minors over the age of 14 hold a valid identity document;

  • the type of registration and the period of temporary residence for the child are the same as those of the parent, and minors are automatically deregistered together with the parent.

Deregistration of third parties

  • The sole owner can deregister online all third parties registered at the respective address.

  • A co-owner can deregister online only persons who were registered before the co-owner acquired their share of the dwelling. Subsequent deregistrations require the consent of all co-owners, a procedure carried out exclusively at a service counter.

Pay attention to the validity of the identity document

Owners or their children who hold identity documents in bank-card format, issued between 07.03.2013 and 31.03.2025, should be aware that using the electronic service will result in the automatic cancellation of the current identity document. In this case, it will be necessary to apply for a new identity card at a PSA office, in accordance with the standard procedure.
