Required documents

Individual authorization for transit of strategic goods

Required documents:

  1. Application;

  2. Power of attorney (as applicable);

  3. Certificate of registration of the applicant authorized to trade in strategic goods;

  4. Documents certifying the origin of the goods (at the request of the Commission);

  5. Documents regarding the qualitative and technical characteristics of the goods;

  6. Copy of the contract concluded with the foreign company trading in strategic goods or of the commercial document (invoice, pro forma invoice, shipping note, etc.);

  7. Copies, certified by the economic agent, of the authorizations/documents certifying the permits (import, export) for foreign companies to trade in strategic goods, issued by the competent authorities of the countries where the partner companies are registered;

  8. Data on the means of transport used for transit, including the presentation of the document coordinating the transport routes for dangerous goods (as applicable);

  9. Identification data of foreign partners.

Duration: up to 10 working days after adoption of the decision by the Commission

Individual authorization to import strategic goods

Required documents:

  1. Application;

  2. Power of attorney (as applicable);

  3. Certificate of registration of the applicant authorized to trade in strategic goods;

  4. End-user statement, completed in accordance with the standard form;

  5. Documents concerning the qualitative and technical characteristics of the goods;

  6. Self-assessment sheet concerning the categories of strategic goods in accordance with the lists of strategic goods subject to control, which shall include, in particular, the codes used for the authorization application;

  7. Commercial documents relating to the transaction concluded with the external partner and, where applicable, documents showing the total value specified in the authorization application, submitted in copy;

  8. Commercial documents relating to the import transaction concluded with the end-user, as applicable;

  9. Full name and contact details (address, telephone, fax, e-mail) of other persons involved in the transaction (where applicable: payers, intermediaries, agents, etc.). If no other persons are involved in the import transaction, the applicant must submit a statement to that effect;

  10. Profile of the foreign partner (identification data and field of activity), if this is the first time they have entered into a commercial relationship with the applicant;

  11. Copy of the authorization certified by the economic agent, certifying the foreign company's permission to trade in strategic goods, issued by the competent authority in the country where the company is registered, which shall contain data similar to those in the application for the authorization.

For the temporary import of strategic goods included in the lists of strategic goods subject to control, an individual authorization must be issued. The following documents shall be attached to the application for an individual authorization:

  1. Certificate of registration of the applicant authorized to trade in strategic goods;

  2. End-user statement, completed in accordance with the standard form;

  3. Documents relating to the qualitative and technical characteristics of the goods;

  4. Commercial documents relating to the temporary importation of strategic goods;

  5. Copy of the authorization certified by the economic agent, certifying the permission of the foreign company to trade in strategic goods, issued by the competent authority of the country in which the company is registered, which shall contain data similar to those in the application for the authorization.

For the temporary import of strategic goods included in the lists of strategic goods subject to control, for participation in tests, demonstrations, exhibitions, or trade fairs, an individual authorization must be issued. The following documents shall be attached to the application for an individual authorization:

  1. Certificate of registration of the applicant authorized to trade in strategic goods;

  2. End-user statement, completed in accordance with the standard form;

  3. Justifying document for the temporary import operation (contract, order, request, invitation, agreement, etc.);

  4. Full name and contact details (address, telephone, fax, e-mail) of other persons involved in the operation (where applicable: payers, intermediaries, agents, etc.). If no other persons are involved in the import operation, the applicant must submit a declaration to record this fact.

In order to obtain individual authorization for trade in nuclear and radioactive substances included in the lists of strategic goods subject to control, as well as their systems, equipment, and accessories, the applicant shall additionally attach, depending on the operations performed, the following documents:

  1. Copies of radiological authorizations, authorizations granting the applicant the right to transport nuclear substances, radioactive substances, and their systems, equipment, and accessories that may generate ionizing radiation fields.

For the import of strategic goods included in the lists of strategic goods subject to control by the authorities of the national defense, security, or public order system of the Republic of Moldova, an individual authorization must be issued. The following documents shall be attached to the application for the issuance of an individual authorization:

  1. Request of the requesting authority to the Commission;

  2. Justifying document for the import operation (contract, order, request, agreement, etc.);

  3. End-user statement, completed in accordance with the standard form, as applicable.

Duration: up to 10 working days after adoption of the decision by the Commission.

Individual authorization for the export of strategic goods

Required documents:

  1. Application;

  2. Power of attorney (as applicable);

  3. Certificate of registration of the applicant authorized to trade in strategic goods;

  4. Documents certifying the origin of the goods (at the request of the Commission);

  5. Documents on the qualitative and technical characteristics of the goods;

  6. Self-assessment form on the categories of strategic goods according to the lists of strategic goods subject to control, which shall include, in particular, the codes used for the application for authorization;

  7. Copy of the contract concluded with the foreign company trading in strategic goods or of the commercial document (invoice, shipping note, etc.);

  8. Copy of the authorization certified by the economic agent, certifying the foreign company's permission to trade in strategic goods, issued by the competent authority in the country where the company is registered, which shall contain data similar to those in the application for the issue of the authorization

  9. Self-declaration under personal responsibility regarding the end-user, country of destination, and end use of the strategic goods (place of storage, purpose, and field of use);

  10. International import certificate (at the request of the Commission);

  11. End-user certificate (at the request of the Commission).

In order to obtain an individual authorization for trade in nuclear and radioactive substances included in the lists of strategic goods subject to control, as well as their systems, equipment, and accessories, the applicant shall additionally attach, depending on the operations performed, the following documents:

Global authorization for the export of strategic goods

Required documents:

  1. Application;

  2. Power of attorney (as applicable);

  3. Certificate of registration of the applicant authorized to trade in strategic goods;

  4. Documents certifying the origin of the goods (at the request of the Commission);

  5. documents on the qualitative and technical characteristics of the goods;

  6. Self-assessment sheet on the categories of strategic goods according to the lists of strategic goods subject to control, which shall include, in particular, the codes used for the application for authorization;

  7. Copy of the contract concluded with the foreign company trading in strategic goods or of the commercial document (invoice, shipping note, etc.);

  8. Copy of the authorization certified by the economic agent, certifying the foreign company's permission to trade in strategic goods, issued by the competent authority in the country where the company is registered, which shall contain data similar to those in the application for the authorization;

  9. Self-declaration under personal responsibility regarding the end-user, the country of destination, and the end use of the strategic goods (place of storage, purpose, and field of use);

  10. International import certificate (at the request of the Commission);

Exporters using global export authorizations shall implement an internal compliance program, in accordance with the requirements specified in Chapter IV of Annex No. 2 to Government Decision No. 24/2025

Duration: up to 10 working days after adoption of the decision by the Commission

National general export authorization for strategic goods

Required documents:

  1. application;

  2. power of attorney (if applicable);

  3. certificate of registration of the applicant authorized to conduct trade in strategic goods;

  4. documents certifying the origin of the goods (upon request of the Commission);

  5. documents regarding the qualitative and technical characteristics of the goods

  6. self-assessment form regarding the categories of strategic goods according to the lists of strategic goods subject to control, which will include, in particular, the codes used when applying for the authorization;

  7. copy of the contract concluded with the foreign company trading strategic goods, or copy of the commercial document (invoice, shipping note, etc.);

  8. notarized copy of the authorization issued to the foreign company allowing it to trade strategic goods, issued by the competent authority of the country where the company is registered, containing information similar to that in the authorization application;

  9. declaration on own responsibility regarding the end user, destination country, and final use of the strategic goods (storage location, purpose, and field of use);

  10. international import certificate (upon request of the Commission);

  11. end-user certificate (upon request of the Commission).

Deadline: up to 10 working days after adoption of the decision by the Commission.

Individual authorization for the transshipment of strategic goods

Required documents:

  1. Application;

  2. Power of attorney (as applicable);

  3. Certificate of registration of the applicant authorized to trade in strategic goods;

  4. Document/contract for the provision of services concluded between the applicant and the beneficiary of the services;

  5. Copies, certified by the economic agent, of the authorizations/documents certifying the export permission for foreign companies, issued by the competent authorities of the exporter/supplier's country;

  6. Copies, certified by the economic agent, of the authorizations/documents certifying the import permission for foreign companies, issued by the competent authorities of the importer/recipient's country;

  7. Commercial documents (invoices, shipping notes, etc.);

  8. Identification data of the means of transport from/to which the transshipment is made, accompanied, where appropriate, by the document coordinating the transport routes of dangerous goods;

  9. Identification data of foreign partners;

  10. Identification data of the loading/unloading agent (at the request of the Commission).

Duration: up to 10 working days after adoption of the decision by the Commission

Individual authorization for the transport of military products

Required documents:

  1. Application;

  2. Power of attorney (as applicable);

  3. Certificate of registration of the applicant authorized to trade in strategic goods;

  4. Service provision document/contract concluded between the applicant and the beneficiary of the services;

  5. Copies, certified by the economic agent, of the authorizations/documents certifying the import/export/transit permits, as applicable, for foreign companies, issued by the competent authorities of the countries of the importer/exporter/consignee;

  6. Commercial documents (invoices, shipping notes, etc.);

  7. Identification data of the means of transport used to transport military products, accompanied, where applicable, by the document coordinating the routes for the transport of dangerous goods;

  8. Identification data of foreign partners.

Duration: up to 10 working days after adoption of the decision by the Commission

Individual authorization for technical assistance with strategic goods

Required documents:

  1. Application;

  2. Power of attorney (as applicable);

  3. Certificate of registration of the applicant authorized to trade in strategic goods;

  4. End-user statement, completed in accordance with the standard form;

  5. Details of the place from which technical assistance is provided;

  6. Clear description of the activity (method of providing technical assistance, products in relation to which technical assistance is provided, other relevant information);

  7. Full contact details (address, telephone, e-mail) of the parties involved in the transaction.

Individual authorization for brokering strategic goods

Required documents:

  1. Application;

  2. Power of attorney (as applicable);

  3. Certificate of registration of the applicant authorized to trade in strategic goods;

  4. End-user statement, completed in accordance with the standard form;

  5. Commercial documents certifying the intermediary relationship (purchase contract and contract for the sale of the strategic goods being intermediated);

  6. Full name and contact details (address, telephone, fax, e-mail) of other persons involved in the operation (where applicable: payers, intermediaries, agents, etc.); if no other persons are involved in the intermediary operation, the applicant for the authorization must submit a declaration to that effect;

  7. Profile of the foreign partner (identification data and field of activity), if this is the first time that the partner has entered into a commercial relationship with the applicant for the authorization.
