Examination of the application and preparation of the file for the reissuance of the license:
The grounds for reissuing the permissive document are: change of name or denomination of the holder, modification of other data reflected in the permissive document. When grounds for reissuing the permissive document arise, the holder is required to submit to the issuing authority, within 10 working days, in accordance with the procedure established in Article 6 para. (1) of Law No. 160/2011 on the regulation by authorization of the entrepreneurial activity, an application for the reissuance of the permissive document, together with the document requiring reissuance and the documents (or copies thereof, with the subsequent presentation of the originals for verification) confirming the changes.

22For the issuance/extension of the license, a licensing tax is charged in favor of the state budget, established by Law No. 160/2011 on the regulation by authorization of the entrepreneurial activity, taking into account the exemptions provided for in Article 1210 of Law No. 160/2011, Law No. 39/2006 on the establishment of additional measures to support the entrepreneurial activity carried out in the localities on the left bank of the Nistru River in the Dubasari district.
23For the reissuance of the license in favor of the state budget, the licensing tax established by Law No. 160/2011 on the regulation by authorization of the entrepreneurial activity is charged.
24For the issuance of a copy of the license in favor of the state budget, the licensing tax established by Law No. 160/2011 on the regulation by authorization of the entrepreneurial activity is charged.
25For the issuance of a duplicate license, a licensing tax is charged to the state budget, as established by Law No. 160/2011 on the regulation by authorization of the entrepreneurial activity.

Licensing conditions
Ownership or lease of a property where the licensed activity will be carried out, equipped with technical security measures and storage facilities for special technical equipment, including technical documentation;
Possession of separate premises for an office, production workshop, warehouse, etc.;
Possession, where applicable, of modern equipment for the design and production of special technical means;
Possession of at least two permanently employed staff members with higher or special technical education, competent in the relevant field;
The drafting by the license holder, within one month of the issuance of the license, of the Internal Regulations, which will establish the organizational conditions for the activity in the licensed field, the method of recording, storage, marketing, transmission, and destruction of special technical means and technical documentation;
Organization of the internal regime in such a way as to exclude the possibility of unauthorized physical access to special technical means;
The license holder shall keep records of special technical means at the design, production, storage, and testing stages. The sale or handover of these means to the beneficiary, as well as their destruction, shall be documented;
Ensuring confidentiality in the licensed activity. Information on the import, export, design, production, and sale of special technical means may only be disclosed to the bodies authorized to carry out operational investigations, the Republican Commission for the Expertise of Special Technical Means, as well as the control bodies empowered under point 5 of the Regulation on the import, export, design, production, and sale of special technical means intended for the hidden obtaining of information;
The license holder shall expressly establish, by internal act, the subdivision and persons directly involved in the licensed activity;
Recording the personnel’s placement in the organizational structure and in the nomenclature of positions, approved by the head of the legal entity. The license holder shall establish for each specialist the specific conditions regarding the level of education, technical knowledge, and work experience, as well as job duties, rights, responsibilities, and requirements regarding confidentiality;
Ensuring the periodic training of persons directly involved in the licensed activity;
Compliance of the premises intended for the design, production, or storage of special technical means with the requirements for ensuring confidentiality;
Equipping the premises intended for the storage of documentation relating to special technical means with safes;
Compliance of the premises with the requirements of hygiene, occupational safety, and environmental protection standards established by the legislation in force;
Equipping the premises with automatic signaling systems for emergency and fire situations;
The license holder must have the necessary equipment and machinery to ensure the technological process for the design and production of special technical means, if the license provides for such activity;
Designing special technical means in accordance with the technical task, coordinated with the beneficiary (subject of the operational investigation activity);
Production of special technical means on the basis of a contract (agreement) with the bodies authorized to carry out operational investigation activity, in accordance with the technical documentation, technical standards, and other documents regulating the activity in question;
Importing special technical means on the basis of a contract (agreement) with the bodies authorized to carry out operational investigation activity;
Exporting special technical means for the authorities authorized to carry out operational investigation activity, after coordination with the Information and Security Service of the Republic of Moldova. In this case, the export of special technical means may also be carried out through foreign license holders, upon presentation of supporting documents;
Provision by the license holder to the beneficiary of the technical documentation and information necessary for the use of special technical means;
The license holder shall submit statistical information on the import, export, design, production, and sale of special technical means to the Information and Security Service of the Republic of Moldova on a semi-annual basis;
Submission by the license holder, at the request of the Information and Security Service of the Republic of Moldova, of technical data and samples of special technical means;
Ensuring by the license holder the necessary conditions for the performance by the competent authorities of control over the conduct of the type of activity for which the license was issued.
