Examination of the application and preparation of the file for the reissuance of the license:
- a) import/export of tobacco products and/or related products;
- b) import and/or industrial processing of unfermented tobacco and/or fermented tobacco and/or wholesale trade in unfermented tobacco and/or fermented tobacco;
- c) manufacture and/or wholesale trade of tobacco products and/or related products.
The grounds for reissuing the permissive document are: change of name or denomination of the holder, modification of other data reflected in the permissive document. When grounds for reissuing the permissive document arise, the holder is required to submit to the issuing authority, within 10 working days, in accordance with the procedure established in Article 6 para. (1) of Law No. 160/2011 on the regulation by authorization of the entrepreneurial activity, an application for the reissuance of the permissive document, together with the document requiring reissuance and the documents (or copies thereof, with the subsequent presentation of the originals for verification) confirming the changes.

22For the issuance/extension of the license, a licensing tax is charged in favor of the state budget, established by Law No. 160/2011 on the regulation by authorization of the entrepreneurial activity, taking into account the exemptions provided for in Article 1210 of Law No. 160/2011, Law No. 39/2006 on the establishment of additional measures to support the entrepreneurial activity carried out in the localities on the left bank of the Nistru River in the Dubasari district.
23For the reissuance of the license in favor of the state budget, the licensing tax established by Law No. 160/2011 on the regulation by authorization of the entrepreneurial activity is charged.
24For the issuance of a copy of the license in favor of the state budget, the licensing tax established by Law No. 160/2011 on the regulation by authorization of the entrepreneurial activity is charged.
25For the issuance of a duplicate license, a licensing tax is charged to the state budget, as established by Law No. 160/2011 on the regulation by authorization of the entrepreneurial activity.

Licensing conditions
Import/export of tobacco products and/or related products
a. Importing and selling only tobacco products that have an excise stamp affixed directly to the package by their manufacturer;
b. Importing into the territory of the Republic of Moldova and/or selling only related products that have an excise stamp or consumption stamp affixed, by sticking, to the product packaging;
c. Compliance with the technological parameters and/or specific requirements for each type of activity requested;
d. Compliance with labour protection, fire safety and sanitary regulations;
e. Possession of own or leased wholesale warehouses, well ventilated, equipped with the necessary equipment to maintain the storage conditions of the production provided for in the normative-technical documents and with a computerized record-keeping system (for the import, manufacture, and wholesale trade of tobacco products and related products);
f. Possession of infrastructure and a complete technological cycle in the field of activity, ensuring the security, control, and quality of production;
g. Possession of contracts for the import of tobacco products and related products;
h. Possession of import and sales authorizations for each brand of tobacco products and related products, issued by the trademark owners or their licensed manufacturers.
Import and/or industrial processing of unfermented tobacco and/or fermented tobacco and/or wholesale trade in unfermented tobacco and/or fermented tobacco
a. Compliance with the technological parameters and/or specific requirements for each type of activity requested;
b. Compliance with labour protection, fire safety and sanitary regulations;
c. Possession of infrastructure and a complete technological cycle in the field of activity, ensuring the security, control, and quality of production;
d. Availability of specialists in the field, the necessary technology and technological equipment, measuring devices, and means of product quality control (for the industrial processing and post-fermentation of tobacco).
Manufacture and/or wholesale trade of tobacco products and/or related products
a. Compliance with the technological parameters and/or specific requirements for each type of activity requested;
b. Compliance with labour protection, fire safety and sanitary regulations;
c. Possession of own or leased wholesale warehouses, well ventilated, equipped with the necessary equipment to maintain the storage conditions of the production provided for in the normative-technical documents and with a computerized record-keeping system (for the import, manufacture, and wholesale trade of tobacco products and related products);
d. Possession of infrastructure and a complete technological cycle in the field of activity, ensuring the security, control, and quality of production;
e. Possession of technical and material resources, including a comprehensive set of technological processes, equipment, and means of quality control for finished products, as well as personnel and specialists with appropriate qualifications in the field (for the manufacture of tobacco products and related products).
