Examination of the application and preparation of the file for the reissuance of the license:
The grounds for reissuing the permissive document are: change of name or denomination of the holder, modification of other data reflected in the permissive document. When grounds for reissuing the permissive document arise, the holder is required to submit to the issuing authority, within 10 working days, in accordance with the procedure established in Article 6 para. (1) of Law No. 160/2011 on the regulation by authorization of the entrepreneurial activity, an application for the reissuance of the permissive document, together with the document requiring reissuance and the documents (or copies thereof, with the subsequent presentation of the originals for verification) confirming the changes.

22For the issuance/extension of the license, a licensing tax is charged in favor of the state budget, established by Law No. 160/2011 on the regulation by authorization of the entrepreneurial activity, taking into account the exemptions provided for in Article 1210 of Law No. 160/2011, Law No. 39/2006 on the establishment of additional measures to support the entrepreneurial activity carried out in the localities on the left bank of the Nistru River in the Dubasari district.
23For the reissuance of the license in favor of the state budget, the licensing tax established by Law No. 160/2011 on the regulation by authorization of the entrepreneurial activity is charged.
24For the issuance of a copy of the license in favor of the state budget, the licensing tax established by Law No. 160/2011 on the regulation by authorization of the entrepreneurial activity is charged.

Licensing conditions
The activity of operating with meal vouchers, including the issuance and reimbursement of their value, is carried out exclusively by the operators established as joint-stock companies or limited liability companies, including those with foreign investments, which hold an activity license issued in accordance with Law No. 166 of 21.09.2017 on meal vouchers and Law No. 160 of 22.07.2011 on the regulation by authorization of the entrepreneurial activity.
The share capital paid up by the operators is at least 10 million MDL.
A person with outstanding criminal records for economic offenses, offenses against property, offenses against the proper conduct of public affairs, as well as for intentional corruption offenses in the private sector, cannot be a founder, shareholder (associate) or administrator of the operator.
The activity of operating with meal vouchers, including the issuance and reimbursement of their value, may only be carried out by operators who have obtained an activity license under the conditions of Law No. 160/2011 on the regulation by authorization of the entrepreneurial activity, and under the conditions of Law No. 166 of 21.09.2017 on meal vouchers.
The activity of operating with meal vouchers, including the issuance and reimbursement of their value, may not be carried out by operators undergoing insolvency proceedings, as well as those who, at the time of submitting the application for the issuance of the license, are undergoing reorganization or liquidation proceedings.
Operators cannot be licensed if they have arrears to the national public budget exceeding 1,000 MDL.

Required documents
Specimen of the meal voucher.
Ownership document or lease agreement for the property where the licensed activity will be carried out.
Certificate issued by the bank, showing that the operator has opened a separate bank account through which the receipts and payments related to the nominal values of the meal vouchers will be processed.
The operator's commitment that no other financial instruments, except for bank transfers, will be used through the separate bank account through which the receipts and payments related to the nominal values of the meal vouchers will be processed.
Declaration on own responsibility regarding the confirmation of the availability of a set of security measures to ensure the proper functioning of the meal voucher system, namely:
providing specialized personnel employed by the operator and/or its suppliers, and providing software and other equipment owned or used by the operator and/or its suppliers, necessary for issuing meal vouchers;
the use of specific material media on which the value of meal vouchers is stored, with minimum distinctive features that prevent their falsification (magnetic strip for secure use or dedicated hologram);
the existence of separate spaces necessary for the issuance, storage, and packaging of meal vouchers;
the activity in these spaces carried out by the authorized personnel under the safety conditions provided by the legislation in force (availability of at least technical means for monitoring the issuance and storage spaces, technical safety means, and alarm systems);
the existence of a proprietary platform for issuing, settling, and managing meal vouchers or, where applicable, confirmation of a partnership/contractual relationship with an organization that administers payment schemes/arrangements or with other specialized organizations;
ensuring specific mechanisms for transferring the nominal value of meal vouchers received from employers to employees by crediting the electronic media;
providing the systems, functionalities, and financial mechanisms (directly or through providers) necessary for settling transactions made with meal vouchers at public catering establishments;
the existence of special means of transport and ensuring protection when transporting the electronic media for meal vouchers.
