Production, assembly, import and/or export, re-export, sale of weapons and ammunition for civilian use and repair of weapons for civilian use

Terms and fees

Examination of the application and preparation of the file for the issuance/extension of the license:

a) the import and marketing of arms and ammunition (the purchase, sale, storage, import, export, re-export, transshipment, transfer, and transport of arms, ammunition, and their components, as well as brokering these operations):

Examination of the application and preparation of the file for the reissuance of the license:

The grounds for reissuing the permissive document are: change of name or denomination of the holder, modification of other data reflected in the permissive document. When grounds for reissuing the permissive document arise, the holder is required to submit to the issuing authority, within 10 working days, in accordance with the procedure established in Article 6 para. (1) of Law No. 160/2011 on the regulation by authorization of the entrepreneurial activity, an application for the reissuance of the permissive document, together with the document requiring reissuance and the documents (or copies thereof, with the subsequent presentation of the originals for verification) confirming the changes.

Examination of the application and preparation of the file for the issuance of a copy of the license (with the same validity as the license), upon reissuance of the license:

Examination of the application and preparation of the file for the issuance of the duplicate license:

  • a) the import and marketing of arms and ammunition (the purchase, sale, storage, import, export, re-export, transshipment, transfer, and transport of arms, ammunition, and their components, as well as brokering these operations);

  • b) weapons repair (storage, repair, deactivation, completion, testing, and verification of weapons, performing periodic technical examinations);

  • c) the production of weapons and/or ammunition (the production, manufacture, crafting, assembly, processing, testing, storage, sale, transport, export, disposal, and destruction of weapons and ammunition, as well as the import, export, and re-export of weapon and/or ammunition components and parts).

22For the issuance/extension of the license, a licensing tax is charged in favor of the state budget, established by Law No. 160/2011 on the regulation by authorization of the entrepreneurial activity, taking into account the exemptions provided for in Article 1210 of Law No. 160/2011, Law No. 39/2006 on the establishment of additional measures to support the entrepreneurial activity carried out in the localities on the left bank of the Nistru River in the Dubasari district.


23For the reissuance of the license in favor of the state budget, the licensing tax established by Law No. 160/2011 on the regulation by authorization of the entrepreneurial activity is charged.


24For the issuance of a copy of the license in favor of the state budget, the licensing tax established by Law No. 160/2011 on the regulation by authorization of the entrepreneurial activity is charged.


25For the issuance of a duplicate license, a licensing tax is charged to the state budget, as established by Law No. 160/2011 on the regulation by authorization of the entrepreneurial activity.

Licensing conditions

  1. Conducting the licensed activity in accordance with the legislative and normative framework.

  2. Possession of premises designated for the storage of weapons and ammunition that meet the conditions set out in Annex 3 to Law No. 130/2012 (for the import and/or export, re-export, and sale of weapons and ammunition intended for civilian use).

  3. Possession of premises for the sale of weapons and ammunition that meet the conditions set out in Annex 4 to Law No. 130/2012 (for the sale of weapons and ammunition intended for civilian use).

  4. Possession by the administrator of the enterprise of a certificate confirming the completion of training courses in the field of weapons and ammunition, issued by an authority accredited in accordance with the legislation (for the import and/or export, re-export, and sale of weapons and ammunition intended for civilian use).

  5. Possession by the seller of a certificate confirming the completion of training courses in the field of weapons and ammunition, issued by an authority accredited in accordance with the legislation (for the sale of weapons and ammunition intended for civilian use).

  6. All employees of the enterprise meet the conditions set out in Article 7 para.(1) letters a) and d), are not in any of the situations stipulated in Article 7 para. (2) letters a), b) and e)–g) of Law 130/2012 and are authorized by the competent service of the Ministry of Internal Affairs to carry out operations with weapons and ammunition.

  7. Possession of spaces for the repair and storage of weapons, which comply with the requirements set out in Annex 5 to Law No. 130/2012 (for the repair of weapons intended for civilian use).

  8. Having at least one employee with training in the field (for the repair of weapons intended for civilian use).

  9. Possession of premises intended for the production of weapons and/or ammunition (for the production and assembly of weapons and ammunition intended for civilian use).

  10. Possession of spaces for the storage of weapons, as well as spaces intended exclusively for the storage of ammunition, capsules, or powders for ammunition, which comply with the conditions stipulated in Annex No. 3 to Law No. 130/2012 (for the production and assembly of weapons and ammunition intended for civilian use).

  11. Possession of approved technological lines for the production of weapons and ammunition (for the production and assembly of weapons and ammunition intended for civilian use).

  12. At least one employee must have studies in the field (for the production of weapons and ammunition intended for civilian use).

  13. Employment of persons who are at least 21 years of age and are psychologically and medically fit.

  14. Not allowing the employment of persons who are indicted or defendants in criminal cases for intentional acts, according to the legislation in force, have a criminal record, pose a danger to public order, life, and bodily integrity of persons, and are under special surveillance by the police.

  15. Not allowing the employment of persons who have not been authorized by the competent service of the Ministry of Internal Affairs to carry out operations with weapons and ammunition.

  16. Compliance with health, fire safety, and labour protection regulations.

  17. Placing on the market only weapons and ammunition that meet the conditions set out in Article 48 para.(1) and (2) of Law 130/2012 (for the import and sale of weapons and ammunition).

  18. The sale of weapons and ammunition only to natural and legal persons authorized to purchase them, based on the original identity documents presented, and in the case of rifled-barrel weapons - only after presenting each rifled-barrel weapon to the competent police authority, together with 3 cartridges each of the caliber of each weapon, for the purpose of test firing and recording the projectiles and cartridge cases (test fired) in the operational records of the Ministry of Internal Affairs (for the import and sale of weapons and ammunition).

  19. The procurement of weapons and ammunition only from foreign legal entities or from the Republic of Moldova authorized to carry out such operations, as well as from natural persons who own and dispose of them legally (for the import and sale of weapons and ammunition).

  20. Establishment of registers for recording operations involving weapons and ammunition in accordance with the models approved by order of the Minister of Internal Affairs, which have a special regime and are registered with the competent service of the Ministry of Internal Affairs, and presentation of these registers for inspection by specially designated police officers (for the import and sale of weapons and ammunition).

  21. Presentation for inspection to the competent police authorities of the documents relating to operations involving weapons and ammunition, as well as the documents on the basis of which weapons were traded (for the import and sale of weapons and ammunition).

  22. Monthly submission to the police authority in whose territorial jurisdiction the natural person is domiciled or the legal person is headquartered of lists of those who have purchased lethal and non-lethal weapons, as well as the identification data of these weapons, and in the case of rifled-barrel weapons, communication to the services of the Ministry of Internal Affairs responsible for managing the State Register of Weapons and for the registration and operational record of the projectile and the test cartridge case (for the import and sale of weapons and ammunition).

  23. Ensuring full security conditions for weapons and ammunition in storage, so that buyers or visitors cannot take a weapon from the rack or shelf (for the import and sale of weapons and ammunition).

  24. Entering the necessary data for identifying the weapon sold and its position in the register of weapons submitted for sale in the purchase permit issued by the police and presented by the buyer (for the import and sale of weapons and ammunition).

  25. Issuing the depositor with a confirmation of receipt of the weapons and ammunition and, after the sale, a copy of the invoice (for the import and sale of weapons and ammunition).

  26. Immediate notification of the police if it is found that the weapons received on consignment from natural or legal persons show visible changes or characteristics other than the original ones (for the import and sale of weapons and ammunition).

  27. Requesting police approval for persons employed to carry out operations with weapons and ammunition (for the import and sale of weapons and ammunition).

  28. Monthly submission to the competent service of the Ministry of Internal Affairs of the list of rifled-barrel weapons received for repair to which one or more parts referred to in Article 66 para.(2) of Law No. 130/2012 have been replaced, as well as the list of owners of these weapons (for the repair of weapons).

  29. Keeping records of repairs in the registers created in accordance with Article 59 para.(1) letter d) of Law No. 130/2012 and presenting them for inspection to the competent police bodies (for the repair of weapons).

  30. Accepting for repair only weapons for which proof of legal ownership is provided (for the repair of weapons).

  31. If the owner of the weapon does not provide proof of legal ownership, immediately notify the nearest police body (for the repair of weapons).

  32. Only produce weapons and ammunition and carry out operations that are permitted on the territory of the Republic of Moldova (for the production of weapons and/or ammunition).

  33. Produce weapons and ammunition in accordance with their technical and safety standards (for the production of weapons and/or ammunition).

  34. Marking, in the established manner, of weapons and ammunition on the date of their manufacture, as well as on the date of transfer from government stocks to permanent civilian use (for the production of weapons and/or ammunition).

  35. Establishment of registers for recording weapons and ammunition produced, as well as for recording all operations involving them upon entry and exit of weapons, ammunition, parts, and components thereof, containing unique identification data, respectively the type, brand, model, caliber, and serial number of the weapon, as well as the name, address, and identification number of the person who purchased the weapon (for the production of weapons and/or ammunition).

  36. Establishment of registers, in accordance with the models approved by order of the Minister of Internal Affairs, which have a special regime, their registration with the competent service of the Ministry of Internal Affairs and their presentation for inspection to specially designated police officers (for the production of weapons and/or ammunition).

  37. Possession of a weapons and ammunition testing laboratory, accredited in the established manner (for the production of weapons and/or ammunition).

  38. Conducting trials of weapons and ammunition (for the production of weapons and/or ammunition).

  39. Selling only weapons and ammunition whose compliance with safety standards has been assessed through certification, inspection, trials or laboratory testing to ensure that they comply with the approval standards (for the production of weapons and/or ammunition).

  • Government Decision No. 293/2014 approving the Regulation on the regime of weapons and ammunition intended for civilian use.

  • Law No. 160/2011 on the regulation by authorization of the entrepreneurial activity

Required documents

The import and marketing of arms and ammunition (the purchase, sale, storage, import, export, re-export, transshipment, transfer, and transport of arms, ammunition, and their components, as well as brokering these operations)

List of documents to be attached to the application for the issuance/extension of the license:

  1. Copy of the certificate or decision on the registration of the enterprise.

  2. Copy of the property document or lease agreement for the spaces related to the type of licensed activity.

  3. Declaration on own responsibility regarding the absence of any previous administrative or criminal offenses.

  4. Copy of the enterprise's articles of incorporation, in which the type of activity shall mention the operations to be carried out.

  5. Proof of ownership of specially equipped spaces for the storage and, where applicable, sale or repair of weapons and ammunition, which meet the requirements set out in Annex 3 and, where applicable, Annex 4 or Annex 5 to Law 130/2012, and equipped with technical protection installations and electronic surveillance and alarm systems connected to specialized alarm and intervention dispatch centers, as well as video surveillance systems.

  6. Proof of metrological checks of instruments subject to mandatory verification and, where applicable, the operating permit for the shooting range intended for the verification of weapons (in the case of gunsmiths who wish to carry out weapon repair operations).

  7. Proof of legal ownership of specialized means of transport for the transport of dangerous goods, in accordance with the conditions established in international treaties to which the Republic of Moldova is a party, or proof that a contract has been concluded for the provision of transport services with a person who has specialized means of transport for the transport of dangerous goods.

  8. A copy of the document certifying the completion of the training course or, where applicable, the qualification course, studies in the field of weapons and ammunition, for the activities specified in Article 56 para.(1) of Law 130/2012 on the regime of weapons and ammunition intended for civilian use.
