Examination of the application and preparation of the file for the reissuance of the license:
- a) manufacture and/or storage, wholesale trade of ethyl alcohol;
- b) manufacture and/or storage, wholesale trade of alcoholic production, except for wines, products obtained from must and aromatized wine products, produced by domestic producers;
- c) manufacture and/or storage, wholesale trade of beer.
The grounds for reissuing the permissive document are: change of name or denomination of the holder, modification of other data reflected in the permissive document. When grounds for reissuing the permissive document arise, the holder is required to submit to the issuing authority, within 10 working days, in accordance with the procedure established in Article 6 para. (1) of Law No. 160/2011 on the regulation by authorization of the entrepreneurial activity, an application for the reissuance of the permissive document, together with the document requiring reissuance and the documents (or copies thereof, with the subsequent presentation of the originals for verification) confirming the changes.

22For the issuance/extension of the license, a licensing tax is charged in favor of the state budget, established by Law No. 160/2011 on the regulation by authorization of the entrepreneurial activity, taking into account the exemptions provided for in Article 1210 of Law No. 160/2011, Law No. 39/2006 on the establishment of additional measures to support the entrepreneurial activity carried out in the localities on the left bank of the Nistru River in the Dubasari district.
23For the reissuance of the license in favor of the state budget, the licensing tax established by Law No. 160/2011 on the regulation by authorization of the entrepreneurial activity is charged.

Licensing conditions
Manufacture and/or storage, wholesale trade of ethyl alcohol
Equipping the enterprise with a computerized record-keeping system.
Owning or using the minimum production capacity.
Possession of the main technological equipment for the manufacture of ethyl alcohol and/or strong alcoholic beverages in accordance with the requirements for the manufacture of alcohol, tax and environmental requirements for the processing and full use of the main waste generated by alcoholic production, as established in the relevant normative acts, and registered.
Possession of approved and metrologically verified measuring instruments to be used for tax supervision and control of the circulation of alcohol, with the exception of beer and beer-based beverages.
Ensuring the integrity of the seals applied, the integrity and functioning of the measuring and control instruments, as well as the conditions for the safe storage of ethyl alcohol and manufactured alcoholic production, except for beer and beer-based beverages.
Manufacture and/or storage, wholesale trade of ethyl alcohol and/or alcoholic production, within the limits of the annual forecast for the range of products presented.
Compliance with labour protection regulations, safety procedures, sanitary standards, fire safety requirements, as well as environmental protection rules.
Compliance with normative documentation regarding the manufacture and circulation of ethyl alcohol and alcoholic production manufactured and/or put into circulation in the Republic of Moldova.
Storage of ethyl alcohol intended for use in the manufacture of alcoholic production only in standard warehouses for the storage of ethyl alcohol.
Recording of the quantity of production manufactured and the alcohol concentration through a measurement, recording, and control system with fiscal memory, legalized and metrologically verified.

Wholesale trade in packaged alcoholic production manufactured in the Republic of Moldova, as well as imported alcoholic production, only through specialized warehouses with an area of at least 500 m2, owned by economic agents with ownership or usage rights.
Possession of the main technological equipment for the manufacture of ethyl alcohol and/or strong alcoholic beverages in accordance with the requirements for the manufacture of alcohol, tax and environmental requirements for the processing and full use of the main waste generated by alcoholic production, as established in the relevant normative acts, and registered.
Marking of alcoholic production subject to excise duty with an "Excise Stamp" in the established manner.
Possession of approved and metrologically verified measuring instruments to be used for tax supervision and control of the circulation of alcohol, with the exception of beer and beer-based beverages.

The sale of bottled/packaged strong alcoholic beverages on the domestic market shall be carried out in bottles with dispersion caps or other types of caps approved by the public institution Central Laboratory for Testing Alcoholic/Non-Alcoholic Beverages and Preserved Products, which would exclude the possibility of repeated use of the product packaging, with the exception of divin, brandy, whisky, liqueurs with a minimum sugar content of 350 g/dm3, beverages in packaging with a capacity of up to 0.25 liters, and those in souvenir packaging made of non-traditional materials.
Not allowing returnable bottles to be used for bottling alcoholic production, except for beer and beer-based drinks.
